If any person be under the im pression that The Herald is not very generally read, let him pub lish some erroneous statement in the paper, and he will soon change his mind about it. Brownsville has one of the finest and largest public school buildings of any town of its size in the State. Eight hundred pupils are accomodated daily within its walls. The rooms are large, un usually well ventilated and well equipped. A corps of twenty-seven teachers has charge of the various grades, and it may be truly said that, taken as a whole, ther are conscientious and able instructors, 'There are few towns of the size of Brownsville in Texas that can boast of such fine school facilities as this place. Brownsville Herald. Its public school facilities, which give promise of constant improve ment, togetner wirn tne possioui ties of its section in an agricultural way, ought to make Brownsville an ideal place as a home for people who are not rich, but who are will ing to work for what they need. S. A. Express. "Supplements to Newspapers. The following is the statute in relation to supplements: "Publishers of matter of the-sec-ond class may, without subjecting it to extra postage, told within ?their regular issues a supplement; ".hut in nil cases the added matter must be germane to the publica tion which is supplements, that is to say, matter supplied in order to .complete that to which it is added or supplemented, but omitted from ''the regular issue for want of space, time, or greater convenience, which .supplement must in every case be issued' with the publication." (Sec. 457, P. L. and R.) . In all cases where application is made for information postmasters may state that the above law, which .will be administered after Septem ber 1, next, according to its plain intent, provides that a supplement, to be mailable with a newspaper or periodical at the second-class rates .must, as the word indicates, be in truth a "supplement;" as such, it must be "germane" to the public ation; and. if must be "matter supplied in order to complete" that to which it is alleged to be a supplement. It must appear in point of fact that the pub lication itself is incomplete with out its supplement; it must also appear in point of fact that the function of the supplement is subsidiary and not independent or complete in itself; in other words, that it requires -both to make a complete cop3' of that issue. By wav of illustration: A newspaper having an article in relation to the Philippine Islands might properly have as a supplement a map of those islands; or, having an article relat ing to a person or place, might have as a supplement a' picture of that person or place, but ajnap of the Philippines, or a picture of a person or place, inclosed as a gift to the subscriber and not perform ing the real function of a supple ment, is an extraneous thing and not mailable at second-class rates. Toast thin slices of stale bread and spread with butter. Take as many apples as 3-011 desire in quantity, cut in thin slices and stew in saucepan as quickly as possible. Sweeten, mash fine and flavor with nutmeg. While toast and sauce are hot, spread the sauce on the toast and serve. Orange pudding- Four oranges, peel, seed and cut in small pieces, add one cup of sugar and let stand. Into one cup of nearly boiling milk stir two tablespoonfuls of corn starch, mixed with a little cold wa ter, and the yolks of three eggs, a pincn of salt; when done, let it cool and mix with the orange. Make a frosting of the whites of the "eggs. Spread over the pudding and' brown. Curried oysters. Put a table spoonful of butter into a heated dish; and when it is melted, stir in a tablespoonful of grated onion, the same quantity of flour, and a teaspoonful of cuny powder. Stir in gradually one -cup of oyster liquor, stir till it thickens, add two dozen oysters, season with salt. Cover, cook about two minutes, then serve. Soft chocolate filling. Make layer cake as usual, using vanilla as a flavor. Bake in three layers. Dissolve one-half of a cake of Paris sweet chocolate in a half pint of boiling water. Keep on the stove until it is all melted, then add slowly one teaspoonful of corn starch dissolved in a little milk, and one teaspoonful of granulated sugar. When it conies to a boil, set off and let it cool a few minutes, then spread between the layers of the cake. This is much better than a hard filling. Deviled ham aolls. Make light, rather rich pastry, roll, thin and cut in squares of about four inches. Spread upon each square a small quantity of deviled ham, leaving about one-half an inch round the edge uncovered. loisten the edges with cold water, and roll each sheet of ham and pastry compacth', pressing the ends together- Brush over with white of egg and bake.
