Some have expressed apprehen sion that irrigation would deplete the flow of the Rio Grande. Such expressions have either been in sincere or based on ignorance. To a nicety the flow of the river has been calculated by the best engi neers of both the United States and Mexican governments, there being an agreemennt in the treaty between the two governments that neither will permit the taking of a quantity of water from it exceed ing one half of its flow at any time, by those dwelling near the river on either side. That such a quantity as the utmost, either is entitled to, will ever be taken is exceedingly un likely. The calculations of the engineers of both governments show, while at the present season, the river is lower than it usually is the scant flow now, in com parison to other periods of the year, is occasioned by a protract ed period of drought and not by the taking of water for irrigation purposes either in the United States or in Mexico. But stronger than all to prove the River will never-be depleted beyond the amount stipulated or even to that extent, the exact mathematical calculations of the engineers of both Republics show conclusively if there were irrigat ing canals and pumping plants located at a distance of a mile apart on both sides of the Rio Grande and of the capacity of the largest one now in operation, the Mercedes institution, and operated to full capacity as desired, even then the river, at its lowest stage, would not be overtaxed or its flow overdrawn. Storage dams along the river on both sides could also be filled from the flow at lowest water stage without overdrawing the stipulated flqw of the Rio Grande, so there is no occasion to for any uneasi ness- It is much better to utilize the water of the river for irrigation by both American and Mexican re sidents and institutions than to permit its How to go on to waste and to mingle uselessly with the waters of the Gulf of Mexico as it had hitherto been permitted to do, until very recently. The Rio Grande water and its rich silt is making money for both American and Mexican inhabitants who are enterprising and thrifty enough to pour it over their al read fertile lands and cultivate them, by irrigation. The Bravo is fast furnishing the greatest source for obtaining wealth by those who dwell along both its banks or in contiguous localities in both the sister Re publics. It would be foolish to permit such source of wealth to go to waste. Both Americans and Mexicans have too much good, sense to allow it. ino one, nowever, need worry. over the prospect of the flow being over drawn from, there is not the slightest danger, and no one is now, or likely hereafter, to take too much water. The report of the New York public service commission shows that during February there were 3951 railroad accidents in New York in which 26 persons were killed. This was the short conversation over the office telephone about ten o'clock this morning, f rom Man ager B. G. Stegman, announcing the important fact that we can now talk to Hidalgo and places all along the line without going all around the State of Texas to do so, as formerly. The Herald announced, several weeks ago, that this connection was being made and now since the line is completed many will find it to be very advantageous to their interests, as this will not only save time but a deal of bother. B. G. Stegman, the manager, has announced his intentions of making a great many improvements in the exchange, on both local and long distance lines, which will put this exchange here in first class shape and it will, when the changes are made, compare favorably with any of the exchanges throughout the country. The party of ladies from San An tonio and New York.who went up to Mercedes last Sunday morning, returned here last night in their special car belonging to the Frisco railroad. The party was comprised of Miss j Bessie Yoakum, daughter of .the I railroad magnate of New York, B. ( F. Yoakum, Misses Terry and Badger of San Antonio, who were j chaperoned by Mrs. Badger. Mr. ' O'Fallon was also in the party.) They all expressed themselves beig well pleased, in fact, they said that they had the time of their lives at Mercedes. The entire party together with a number of Brownsville boys went over to Matamoros last night to hear the Mexican baud, which was quite a treat to the young ladles. American Rio Grande Land & Irrigation Ca OURo ANNUAL Broke Away from Fifteen Physicians Who Had Him in Straight Jacket. Memphis, Tenn., March 27. Andrew Thompson, a machinist, who was bitten by a dog, develop ed rabbies despite the Pasteur treat-1 ment. Fifteen physicians overpow- j ered him and put straight jackets ! on him. He escaped today and bit ; three women and two men before ' t he was overpowered again. All those bitten will be taken to New Orleans for treatment.
