Amthor filed with County ClerlTWebb his report of the survey for the proposed drainage district for the establishment of which a number of citizens peti tioned he County Commissioners. last October. In accordance with the law, Mr. Amthor was appointed to make the survey. The survey was begun very shortly after, but was checked for a time on account of the decision of the attorney general who declared the law under which the county was operating to be de fective. Work was then stopped un til "the law could be amended to meet his objections, which was done by the last legislature. On the signing of the bill by Gov. As the drain age law allows a bond issue of not more than 25 per cent of the as- S sessed valuation of the property in cluded in the proposed district, the bond issue for this great work can' not exceed ?219,000. l'lan of System. Within the district thus described, Engineer Amthor recommends the digging of these main ditches as follows: 1. Starting north of Villa Nueva between Resaca Rancho Viejo and Kesoca ae la uuerra, about six miles above Brownsville, and run ning east always remaining between the two resacas, passing by the Ohio and Texas Sugar Company's mill to a point east of the Rio Grande Ry.; thence by a ditch into the Resaca Rancho Viejo and draining out at Mesquite Station, thence northeast into an arm of the bay. 2. Beginning north of Resaca Rancho Viejo and south of Olmito and running in an easterly direction into the Tule lake; thence eastward crossing the Rio Grande Ry. about Loma Tresada and then to an arm of the bay. 3. From the San Pedro prairie north of Olmito, running into the Tule lake and connecting there with line 2. The ditches will vary in depth from 4 to 7 feet and, all will have a bottom width of 3 feet at the start and then widen, (1) to a max imum width of 25 feet; (2) to 20 feet at the Tule, and from the Tule to the bay, 26 feet; (3) to 15 feet at the Tule. These will be respec tively 61,755, 5, 500 and 26,700 f 1. 1 in length. The estimated cost of the entire work, including ? 8,5 00 for bridges, approaches and. roadways, is ?203, 381. This would mean a tax of about ?2.50 per acre to be paid in from 20 to 40 years. The report was received by the commissioners court at a special meeting today and hearing set for Sept. 8, at which time arguments for or against the proposition will be heard by the court, which, if fav orable to the carrying out of the work will appoint a date, not less than 30 days ahead, for an election at which the matter of the bond is sue will be submitted to the quali fied voters of the proposed district, If this carries it will then be neces sary to obtain the attorney gener al's approval of the bond issue in order to dispose of them. It will also be necessary to give thirty days notice to contractors of the opening of bids for the excavation work, so that even without further Jiitches it will not be possible to be gin tne construction of the ditches within three months. The Sewerage Question. Besides receiving the report on the proposed drainage district, the Commissioners'Court was waited up on also by a committee composed of Capt. Wm. Kelly, Judge E. C. Forto, Dr. Fred Combe, Joseph Webb and Judge Jas. B. Wells to endeavor to solicit the aid of the county in the consruction of a sew erage system for the city of Browns ville. Capt. Kelly acted as spokes man of the sewerage committee. He set forth the fact that 25,000 has been subscribed by the citizens of Brownsville for a sewerage system, but said that it would require ?30, 000 to construct the system, and that it was:the wish of the committee to secure ihe aid of the county in constructing the system by subscrib ing the remainder of the requisite sum, amounting to $5,000. Capt. Kelly stated that, to reimburse the county, the court house and jail wuuiu ue connected with the sewer age at the expense of the company and that the sewerage would be fur nished the county as long as there was a sewerage system, free of charge. They did not ask the county to subscribe for stock, but only to enter into a contract with the proposed company for an indef inite period by which the court house and jail would be furnished with drainage for the sum of ?5 000, 2,500 of which is to be paya ble as soon as the company Is organ ized, the remaining 2,500 to be FOR RENT Part of ofiice. Considerable time was devoted to discussion of this question several of the commissioners stating that they personally would be willing for he commissioners' court to enter into the contract, but did not be lieve that legally the county had a right to enter into any such agree ment. County Attorney Goodrich staed stated, that in his opinion, the county could enter into a contract for the court house and jail to be furninshed with sewerage for an indefinite period for the sum of 5,000, but would rather have more time to look into the matter, ! before giving a written opinion on it. At the suggestion of Judge Wells, it was agreed that the county at torney should take up the matter immediately with the attorney gen eral and obtain an opinion upon the subjec from the latter, this being finally agreed upon by both the com missioners and the committee. County Judge Bartlett and Com missioners' Jas. A. Landrum, A. 01 ivera and Celaya seemed heartily in favor of the county entering into such a contract, provided it be legal and, should the attorney general's opinion be favorable, there is little doubt but that the county will enter into such a contract and thus insure a sewerage system for Brownsville. It was agreed that a decision should be given Sept. 8, provided an answer from the attorney general be re ceived hy that date. The Levee Question. Another matter coming before this session was that relating to the construction of the levee from Brownsville to Ramirena, which was presented by Mayor F. J. Combe, and Alderman J. A. Browne. They stated to the court that the city pro poses to construct a levee along the Rio Grande exending from the wall of Fort Brown to a point in Rami rena and tha they would like to ask the county to co-operate in the mat ter and bear part of the expense of the construction. They set forth that the levee would be a protection to the county roads. This the com missioners consented to do, agreeing to appropriate a sum not to exceed 500 for this purpose, after which a recess was taken until this after noon. It was agreed that the sewerage L question would be taken up on Sep tember 8th, the opinion of the attor ney general being expected by that date.
