He Is Very Anxious to Bring About a Commercial Alliance Between the Great Republics of Europe and America. M. Gabriel Hanotaux, late foreign minister of France, and who is the moving spirit in a plan for bringing about a closer union between the United States and France, was born at Beaurevior, Aisne, on Nov. 19, 1S53, and is today celebrating his fifty-sixth birthday. He is fa mous throughout the world as a historical writer, and his latest pro ject for bringing about a commer cial alliance between the great re publics of Europe and America has added to his fame. No Frenchman, perhaps, is better fitted to be the leader of such a movement than the eminent states man and scholar whose name figures as president of the provisional com mittee of France-America, M. Hano taux. He is a member of the French Academy and is one of the J relatively few Frenchmen who may i be said to possess a profound knowledge and comprehensive grasp of international politics. For the last half dozen years or so he has held aloof from parlia mentary life, but his utterances in the press on foreign policy never fail to command widespread atten. tion. With him on the provisional com mittee are more than a score of representatives of the economic, so cial, literary and artistic life of France. "The means of action of the F. A. committee are, in two words, publicity and propaganda," says M. Hanotaux. "Publicity must be assured by a review, a bulletin, in which Ameri can and Franco-American ques tions will be set forth and studied. Nothing of the kind has hitherto existed. It is true, remarkable or useful articles appear in the news- , papers and reviews, but current , topics quickly affect them from our j memory. In the Franco-Ameriqile i , Review these subjects will be treat ed by competent authorities and the literature relating to these ques tions in France and abroad will be constantly noted and analyzed. Bruggeman, assistant to W. W. Follett consulting engineer to the International Boundary Commis sion, who was in Brownsville last week recruiting a surveying corps, is now on the way back from Gal veston, whither he went several days ago, with a gasoline launch be longing to the government This is to be used in the new survey of the Rio Grande, from the city of that name down to its mouth, rendered necessary by changes in the course of the river during the high water of September. The survey will be made under the direction of Engi neer Follett who will come from El Paso where he is now stationed in time to begin this work. The two houseboats used by the boundary commission while making the survey of tho bancos last spring which have been moored just above the local ferry all summer will be towed up to Ro Grande City by the launch and used by the corps en gaged in the. present work.
