Its advocates claim that it has solved the liqnor problem, bat its op ponents insert with equal firmness that it has retarded the growth of gen- nine temperance aentlment and mails th state of South Carolina ridiculous in the eyes of the world. Be that as it may, the people of the Cnited States have watched the effect of the dispensary act with excusable interest, even though but few have fa miliarised themselves with its provi sions. An impartial observer would be apt to consider the law reasonably beneficent, provided the state govern ment had at It disposal sufficient funds and informers to enforce it The law contains twenty-five sec tions. Its salient points might be sum marized as follows: No one Is sllovced to manufacture, sell, barter or ex change, or keep .or offer for sale, anj spirituous, malt, vinous, fermented ol other intoxicating liquors except regu larly appointed state dispensers. It provides for the appointment of a dis pensary commissioner, at an annual salary of 1,800 a year, and such assist ants as he may require to transact the affair of his office, All liquor sold by the state dispensary must be tested by the chemist of the South Carolina col lege, and no liqnor ranat be sold to county dispensers for more than 50 pet cent above the net cost; all profits to oe paid by the state dispenser to th state treasurer monthly. Kach package Of liquor sold by the state dispensary must have attached to It a certificate stating that the contents have been purchased in accordance with th provisions of law. Before shipping liquor to county dispensers it ronst be put into package of not less than one half pint nor more than fire gallons, and county dispensers iriust hot break such packages or open the same for any reason whatever. Goods must b sold by packsge only, and purchaser are prohibited from opening them on the premise. The state dispensary Is nnder the supervision of a state board of control, and the county dispensaries are gov erned by county boards of control con sisting of three persons who must not be addicted to the use of intoxioatlng liquors. Got. Tillman, who has been called the father of th dispensary law, claims that its results hare so far been gratifying. The peopl of the state are getting pure liquor at a fair price. It is true the state commissioner charges fifty per cent profit and the county dispensers add another fifty per cent before the liquor reaches the consumer, but one hundred per cent -is considered a very small margin in the whisky business. The state dispensary at Columbia is unquestionably the largest wholesale liquor house in the south, Jit occupies a great double store building at the edge of the state capital grounds. It was for merly occupied by thaststeoepartment of agriculture, a bureau which was leg islated out of existence a few rears ago. In its place the populist legisla ture established a staie agricultaral college which Is being conducted in conformity with the most modern ideas. The affair of the dispensary are managed by Mr. -U. H. Troxler, who bears the official title of state liquor commissioner. Mr. Troxler is an able executive officer and probably the only manager of a gigantic w hole sale liquor house who ia a bKal ab stainer. ' ; The state commissioner is responsi ble for many things. The state government has had con siderable trouble" with a" number of transportation companies whose man agers have violated the. law many times. Many citizens 'object to the law be cause it hm ereatnd a .nunm-on body of professional spies who are recruited from a questionable stratum of socie ty. The Idea of a state Constabulary is repulsive to, many who take a sin cere interest in the temperance move ment. It Is, to say the least, un-American, and has but little excuse for ex isting in a Country where the people are clothed with law-making powers. But It kt entirely too earir to miss a Just opinion on the merits or demerits of the dispensary act. After a trial of two years the people of Fouth Caroli na can return to their old system of local option, or they can rid tha exist ing law of some 'of its objectionable features.
