Senators elected as democrat., at
the last session, and which is still
maintained by them. They then
adopted a rule or ruin policy and
notwithstanding the ruin which
their rule has already accomplish
ed they .till stick to it.
That the democrat, in Congress
are doing some bard thinking on
the financial plan proposed by
Secretary Carlisle and indorsed by
President Cleveland is shows by
their reluctance to commit them
selves at this time either fur or
against the proposed plan. The
short time at their disposal will, of
course, increase the chance, .gainst
the adoption of such a compre
hensive financial measure.although
there i. a disposition on the part of
Southern democrat, to try to piss
a bill embodying that part of the
plan that provide, for tho ex

taxation. President Cleveland says
he consider, the plan proposed by
Secretary Carlisle as the most
titatesmanlike financial document
ever submitted to Congress, and
hat he propose, to stand by it
to the end of hi. terra.
A subcommittee of the IIoui.
committee on Banking andCurrency
wa. appointed at the last session
to consider the numerous bill, be
fore that committee and to forrau
late either from them, or as an
original measure, something to take
the place of the natioaal banking
law. Represei titive Cox, of Ten

committee, and the other demo

Texas, and Cobb, of Missouri, the
republicana being Broeius, of Penn

Mr. Cox .ay. the sub committee
will hold daily meetings until it
bas agreed to some measure to be
reported to the full committee or
ha. demonstrated the impossibility
of reaching such an agreement, In
idd lion to the financial bill, intro
duced at the last session the sub
committee will consider the plan
for increasing the currency of the
National banks and for the ex
emption of the State bank currency
from Federal taxation, under speci
fied conditions, proposed by Secre
tary Carlisle aud indorsed by
President Cleveland Unless there
ia a very decided cnaoge in the
attitude of members of the com
mittee there is very little probabili
ty of an agreement being reached,
mure '. the pity, for something
ought to be done.
Chairman Bland, of the House
Coinage committee, say. he will
endeavor to get that committee to
report his free coinage bill to the
louse, and that if the committee
does so the bill will certainly pas.
the House. While it is known that
majority of theCoinage committee
favor free coinage, there are .ever
al of them who would not vote to
report the bill to the House at tho
last session, because they knew it
could not possibly become a law
