Germany has officially notified the United States that all German ports have been mined. The information was received from Ambassador Gerard nt Ilerlin who stated that Germany has Kiven formal notice that "all ports which may be made the base of hos tilities" have mims in them. This is understood to include ports of the enemy in which Germany has been aide to lay mines. From another official source not made public the state department re ceived information that the Germans have placed mines in the Knclish J channel. Navigation through the t channel is therefore perilous bv eith- er the northern or southern route. As the channel is where the Brit ish navy is ehietly operating against Germany, naval expert's consider this mining of the "high seas" by con tact mining, a justitkable war meas ure. Following the news of the mines the state department officials conclud ' ed that there is little probability that relief ships sent from America or leaving Hurope w ill depart with Amer ican refugees through any German port. The state department said assur ances were received from the German government that no Americans aro held in duress within German terri tory and that the orders issued con cerning Americans simply prohibited them from using the ordinary means of communication while the German forces were being mobilized.
