IMPROVEMENT STEADY BUT AT A SLOW PACE Jobbers, Particularly of Staples, Are Doing; Hotter, Says Hrati .street's lleport. NEW YORK, Feb. 13. Hradstroet's Trade Iteview for the week says: "Gains in trade continue of a smsill though cumulative character with ac tual improvement still trailing behind optimistic sentiment. Likewise indus tries, notably steel, coke, textiles and automobile manufacturing are round ing into better shape, but concededly at a slow pace and in consequence un employment, the proportions of which have probably been over exaggerated by many, is giving way to increased employment and larger payrolls. "However, various lines continue well night inert, but even in these in quiries denote prospective business. "Jobbers, particularly of staples, are f4oir:g better; some markets report the presence of visiting buyers and the roturn of salesmen, either to take care of house trade or for a change of lines while retail trade still stimu lated by clearances, appears to be fairly good, except in sections of the south. "Hut In parts of that zone there is more or less evidence of betterment treading closely on self sustained ex ports of cotton, while pre-Lenten car nivals help trade. "Export buying of wheat continues heavy, bread is at a six cent a loaf in various cities and war orders in vari ous lines keep such plants speeded up to activity. While cereal farmers have profiteTd by high prices for their wheat, they do not display unwonted activity in purchasing goods. Farmers praciically everywhere are preparing to enlaige plantings of foodvcrops and the outlook is that less acreage will be put into cotton and tobacco while more will go to wheat, sugar and hemp. Collections are slov in the soutn and somewhat better elsewhere. I Money is easy, deposits are increasing and practically all of the inflation caused by emergency currency has ! been eliminated by the retirement of those temporarv monetary expedi ents." CITY GOURT JUDGE Emma Savage Not Guilty of Running a Blind Tiger Case Against Wilbur Hool is Taken Under Advisement. Two cases growing out of the re cent raids were aired in city court yesterday afternoon with the result that Emma Savage, 211 X. Michigan st., was found not guilty of conduct ing a blind tiger, while the case against Wilbur Hool. 329 S. Michigan st., accused of conducting a house of ill-fame, was taken under advise ment. Special Judge C. K. Pattee stated his decision would be handed down Monday afternoon at 2 o'clock. As the result of the testimony of Patrolmen Kudynski and Czenkusch, Lin the llcol case, relative to the act of Quilhot in giving a member of the household a certain sum of money and his disappearance into a room of the house with a woman, there is much speculation as to which side of the case will be favored by the court. Tlie defense was represented by several friends of the IIools and per sons who rent rooms from thera. All claimed that nothing of an immoral import had occurred in the place to their knowledge. Among the wit nesses for the defense was Hool's mother, who is S9 years old. She de clared that outside of Mrs. Wilbur Hool and a servant girl, Lena Myers, there were no other women about the place. Hool was arrested on the night of the raid, and it wa said at that time that the police had failed to gather enough evidence to warrant a prose cution. However, several days later Hool was arrested. Immediately upon the endinsr of the Hool ease the court took up the case of Emma Savage. The defense's story was to the effect that the evi dence in the hands of the state was a trap planned by Quilhot. It was said that Quilhot had posod as a cisrar salesman to Mrs. Savage and had negotiated with her lor the rental of a room. He had aprlied at the apartment several times and had ci tiuiit itci uivi t i n iiiv ii m utiu Mrs. Savage had drunk. The last time he came he brought Patrolmen Ttudynski and Czenkusch and at tempted to pa Mrs. Savage for a bot tle of hcr, according to the evidence HOT TEA BREAKS A COLD TRY THIS Get a small package of Hamburg Breast T'a. or a? the German folks call it. The money was refused, but as Quilhot left he was alleged to have left a certain sum of money on a chair. The place was raided, it war- said, upon that evidence. The attorn y for the defense held that no crime had been committed, and that view of the matter was taken by the court. D SNOW PROPOSED House May Combine Weeks and Gore Measures and Pass Them For Effect It Will Have on Senate. WASHINGTON, Feb. l::. In a ship ping bill to be composed of the W eeks naval auxiliary bill and the Gore bill, supplemented by a two-year termina tion clause, leaders of the house Fri day believe they have found a com promise which can be put through that body for the good moral effect it will have on the senate. The Weeks bill, which authorizes the secretary of the navy to estab lish mail lines between the United States, South American and Europe, but which appropriates only $1 .",'.") o for putting ships already owned by the government into such service, has been before the naval committee oi the house for some time. The bill also provides for the use: of these craft under the direction of the secretary of the navy. The Gore bill introduced in the sen ate Fob. 4 as a substitute for the ad ministration shipping bill provides an appropriation of $ 4e,0uu, 0.mi for the acquisition oi ships by the government and their operation in the mei chant marine under the supervision of a shipping board to consist of the sec retary of the treasury, secretary of commerce, postmaster general and three civilians. The compromise bdl if enacted would permit the United States to ac quire merchant vessels and operate them as an emergency measure during the next two years, at the expiration of which time the Gore section i(f the bill will go from the statute books, leaving the Weeks bill in force. The I row ers of the shipping hoard and the hulls obtained under the authoriza tion of the Gore measure will be taken over by the secretary of the navy who will have power to operate lire.s be tween the United .States, South Ameri ca and Europe at his discretion and the discretion of the president. While the house cvn.tinued its leis urely consideration of the sundry iv:l bill, with but a hanJful of memb r on the floor Friday, conferences con tinued between the leaders, at which this plan was announced as the ad ministration idea of a compromise and the naval eommittee remained in ses sion discussing it most of the after noon. It was first proposed in committer to strike out all but the enacting clause of the Wo'ks bill and substi tute funio plan which would meet the approval of the opponents of govern ment ownership for merchant craft.
