Washburn immediately adopted tho thtvory that Halleck bad stolen the money, and had made Ott man a confed erate t assixt in disposing of the large bills. It Is rumored that U.tman has. at different times, shown several bills ot large denomination, and has said that be intended to sell bis falcon here and buy one io Brook lyn lor $13,C00. This theory adopted, both these pari!! were shadowed, as was subse quently an old gambler with a wooden lea called "Pear-leg Brown." The latter seemed to have coaie into the partnership very early, but attracted less attention on account of having le't the city almost immediately after the robbery. It was tbrouin Brown, however, that the arrests wer? precipitated, as will 0 seen. Brown was here when the robberv was committed, and immediately left for Baltimore. Aleanwbtie Halleck, the treasury clerk, left for New York on Monday to take his annual month's leave. One of the secret service shadows followed him. He was tracked to Tiffany's, to costly Jewelry and saddlery establishment), but was not detected in passing any $000 bills. He made agreements to purchase. He was joined In New York by an unknown person, whose descrip tion was immediately telegraphed to Washington. This description was exactly that of Ottman, the saloon-keeper. De tective McDevitt bad by this time got on the trail cf Halleck in New York. McDevitt to-day arrest d both Halleck and Ottman in New York, ami arrived here with them to night at 7 o'clock. McDevitt was informed of the New York address ot Halleck ihiough the treasury department. The trail which both the Secret Service force and tho local detectives have been following lor two months soon) to nave been the right one, but the arrests were precipitated, and prematurely made owing; to the avarice ot the gambling friends at fcaratoga. sundat's developments. A dispatch to the Chicago Times of Mon day cives the following later details: The developments to-day in the case ci the treas ry robbery of the $47,000 package of money are very lall and complete. It appears that the clerk, B. B. Halleck, was merely S Btool-p'geon for William il Ottman. the saloon-keeper, and that "Peg-les" Brown was only implicated in the robbery to the extent of being used to get rid oi some of the stolen money. Hal leck is one of Gen. bpiuncr's own ap Sointees, and bis residence Is at Spinner's ome, in New York. His father, a Uni versalis! minister, was burned ap in a rail road accident, leaving his family in very poor circumstances. Gen. Spinner came to the relief of the family by giving the young man an appointment. Halleck has always borne a good reputation. He la a fellow extremely subject to influence. sod was used oy Ottman, who surrounded him with bad associates, and persuaded him to commit the robbery. Oilman was the man who put up Johnson, a treasury clerk, to stealing ji.COO, aud appears to be an old band at corruptina clerks. Ualieck's wife visited hint at tbe station to-day, and, at the request cr oen. spinner, she persuaded her husband to confess. This confer sion implicated Ottman as the principal Ottman kept the whole sum after the rubbery was committed, and only dealt out small sums to Halleck and Brown. Halleck says he has thus far received only 020 in money. It appears, however, that Ottman bad trans ferred to Halleck bis saloon on Pennsylvania avenue at a valuation of ?3,OO0. From ail appearances, it seems that O tman was ONLY VaINQ UALLIXK, and was preparing himself to leave town with most of the money, lie tad purchased a place in Brooklyn for $15,000, and was bargaining for a saloon in New York. No money had been paid by him, however. One of its English arrespondenta thus writes to the New York Tribune: Scarcely have we bad time to recover from the shock caused by the news of tbe terrible inunda tions in France before we are aroused by ac counts from the interior ot our own country which, if notqui:oso appalling, are at least of a very serious ch racier. The disaster at Cwm 17am. in South Wales, is happily the only one by which any serious loss of life has occuneJ. but Irom all tbe districts we bear ot the immense destruction of property and growing crop3by inundations which even la winter are but rarely equalled, ine country lying near tbe beds ot our principal rivers and much of toe low lying lauus in tne Midland and Eastern counties we naturally expect to s?e flooded during tbe later and earlier months ot tbe year, and accordingly tbe inhabitants make preparations to meet what they regard mor as a visitor than a foe. Such weather as we have had, bow- ever, defies all calculation and preparation. tor even an Englishman is not accustomed to fear being washed out of his dwelling iu July. The country on the bauks of the Severn and its tributaries seems to have suffered most. The district of the Forest of Dean, in Gloucestershire and the country adjoining the Wye and Usk in Moumontshire nave received tue most terri ble vibititation, even leaving out ot account the disaster before alluded to, which is pr b.ips as much owing to a mechanical cause the bursting of a reservoir aa to the pri mary cause of THE EXCESSIVE RAISFALL. Touri3ts who know the beautiful country of the Severn villoy and tbe banks of the Wye, especially under their usu il summer spect, would almost fall to rccogaiz3 tte davastatrd region as it is now to be seen. In the districts above Monmouth the riyer is live times its usual width. Meadows which a week or two ago were covered with new mown hay, are now little better than one vast sea of water. What are in ordinary times lofty tree, affording a pleasant aud grateful shade, are almost submerged, leav ing little else than tueir branches above the the water. A railway in course of construc tion in this inimoJiate district is of course seriously injured, and a bridge which had been commenced to carry tbe road across the Wye ha3 b;en completely washed away. Iu Monmouth itself the low-lyicg streets have been submerged, and much sutlcring caused to the occupants of houses there chiefly ot tho poorest classes by the Hood ing ol the lower rooms ot their dwellings and the destruction of the furniture and goods. A painful incident connected with the floods in this district is told from New port. It is said that the aged mother of one of the sufferers, William Bowen, who had to swim for bis lite, came many miles to congratulate him upon his escape, but on seeing the condition of his cottage aud his ruined borne she fell back dead witb excitement in his arms. In tbe Trent valley and the Midlands the floods have been se vere. Throughout Leicestershire and Not tinghamshire tbe low lyi-jg fields have been completely submerged, while in many cases tbe roads have been almost impassable. What promised to be a very good hay crop has been completely destroyed. At Burton hundreds of houses in the lower parts of the town are said to bs uninbabltate on ac count ot tho lower ROOMS BT-INQ FLOODED, in some cases nearly to tbe ceiling. Live steck and furniture ar everywhere being removed, and it ia feared that the brewing operations will be Interrupted. In tbe Trent, both here and lower down, may be frequently seen the circasses of drowned cattle, besides many tons cf new mown hay. In the town of Leicester the sewers are found to be quite inadequate to carry away trie water, and, in consequence, as much as tivft or six feet of water is in some of the cellars. A fatal accident is reported from this neighborhood. At a place called Quomdon, near Ilarrow-on-Soar,a man was assisting tbe landlord ot tbe village inn in getting &omt furniture from tbe lower to the upper rooms ot the house, when a wall suddenly gave way and let io the water, which carried him with great force into .the back garden ; but he was drowned before be could be rescued. In another part of tbe same county, at a place called Glenfield, the streams wer much swollen, and it was no uncommon thing for tbe people for miles around to find their furniture floating about in the lower rooms. In the lower levels the inhabitants became much alarmed, and men waded the water, which was nearly breast high, and by means of wagons rescued screaming women and children in their nlgbt-clotbis and carried tbero to places ol safety on a higher level. In the district of Lough borough people would not believe but that a large reservoir in the neighborhood had burst, to grtst was tbe ,uutity ot water which broke upon the litila town, flooding even tbe market place. In Nottingham the condition of atfiirs has even been worse than at Leicester. Here several factories have stopped working perforce, on account of the water rising to high at to pnt ou; the furnace fires. The water has risen so bizh here as to render it necessary for the inhab itants in several districts of the twn to use boats to get to and from THEIR DWELLINGS. The floods have been as disastrous as those occurring at Nottingham six winters ago, indeed have destroyed much more property, as no one had suspected tho likelihood ot such an occurrence in the summer. At Nuneaton, in Warwickshire, tactories have been obliged fo stop work, as in many cases not only wa it impossible to keep tbe fins aiigfet, but the ni.icuiuery was absolutely v bnpryerl.
