GENEVA, April 18. —Statesmen
of Europe turned Thursday from de
nunciation of Germany’s violation of
the Versailles treaty to the negotia
tion of new pacts intended to guard
against future war.
Pierre Laval, French foreign min
ister, who playel a leading pan in
Wednesday's criticism by the League
of Nations oouncil of the reichs’ uni
lateral abrogation of the treaty's
military clauses, returned to Paris
to press plans for concluding a mu
tual aaistance pact with soviet Rus
sia
To Submit Draft
He took along a tentative draft of
the agreement which he negotiated
here with Maxim Litvinoff, soviet
commissar for foreign af fairs. The
draft wa& to be submitted to the
French cabinet for approval.
Swift, joint action against an ag
gressor nation is the essential element
of the Franco-Russian agreement,
litvinoff preferred to have the two
oountries act without awaiting the
judgment of the council of the Lea
gue of Nations, but France was un
derstood to have wished to keep the
pact scrupulously within the frame
work of the league and seek the
council’s judgment whenever pos
sible
The extent to which mutual aid
will be automatic is expected to re
quire elucidation In further nego
tiations A fundamental point of the
projected accord is that the council
will be convoked in extraordinary
session within 48 hours in the event
of a threat of war.
If the council should then fall to
decide unanimously which nation
was the aggressor. France and Rus
sia. like all other states, would be
free under the covenant to •'main
tain right and Justice."
This is interpreted to mean that
France and Russia would be at lib
erty to act quickly together.
If the council should agree upon
designation of the aggressor. France
and Russia conceivably micht be
called upon to apply whatever puni
tive measures the league determin
ed to invoke under the covenant.

for organizing the Calfshead club
or. a permanent basis will be dis
cussed at a committee meeting to
be held at 1:30 o'clock Saturday
afternoon at the chamber of com
merce.
Members of the committee named
at the last meeting were Leigh
Stanley. Pete H Smith. J. E Mc
Ai ally and Harry Poehner.
Meetings of the group have Just
been •jumped up" in the past with
no special rules or limited member
ship The attendance has been get
ting so large that it became dif
ficult for one or two persons to
make all preparations so it was
decided to spread the work among
several committeemen and formulate
rules.
Seek Designation
Of Highway No. 77
Early designation of a federal ex
tension through Kenedy county to
Brownsville is sought by the Browns
ville Chamber of Commerce in a let
, ter to the State Highway commis
sion.
Please allow us to take occasion

cured the deeds to the right-of-way
through Kenedy county, and we
sincerely hope that the construction
on the highway will start within the
near future," the communication
states.
“We also sincerely hope that you
will as soon as possible designate a
federal extension of Highway No.
77 over this highway to Brownsville
In connection with the strenuous
work we have put forth (and with
your assistance) to secure a paved
road from Matamoros to Victoria,
the designation of No. 77 as a federal
highway through to Brownsville
will be of great assistance."
Construction work on the Victoria
to Matamoros highway is expected
to be started within a year.

DALLAS. April 18. (IP) — Ralph
Pults. who, with a conditional par
don in his pocket, teamed with
condemned Raymond Hamilton,
was on a return trip to the Texas
penitentiary Thursday.
Texas Rangers Fred McDaniel
and Sid Kelso brought the fugitive
to the Dallas county Jail early
Thursday from Denton, where he
was held after Denton county of
ficers captured him Wednesday.
Officers said he would be taken
to the penitentiary to serve time
on a sentence from which he was
conditionally pardoned by Gov. Mi
riam A. Ferguson.
They said he would be held there
pending removal to Mississippi to
face capital charge of robbery with
firearms for his alleged part In the
robbery of a Prentiss bank staged
by Hamilton. w'ho since then was
captured and returned to the Tex
as death house to await execution
May 10.
Fults said he told Hamilton he
could not help him. explaining that
he was clear of charges. The Col
lin county youth added, however,
that he was caught with Hamilton
in an ambush near McKinney and
had to do some shooting.
“I figured I was in for it then
and had Just as well stay with
him.” Fults said.
Piling Ordered For
Port Isabel Work

SAN BENITO. April 18.— Dodds
A Wedegartner. Inc., of San Benito,
successful bidders for the work of
constructing a supplementary wood
buffer structure in front of the
wharf at the Port Isabel turning
besin have already ordered piling
and will begin erecting the buffer
when this material arrives.
The local firm bid $15,814.80 which
was $1,445.63 lower than the bid of
Chase & Leonard of Port Isabel,
the only other bidders.
The work will consist of a row
of wooden piling in front of the
steel bulk and decked with 4x10
planks even with the level of the
wharf. The structure will act as a
buffer between ships and the wharf
during loading or unloading. There
will be clusters of piling projecting
pbove level of the others for moor
ing purposes.
Stock Swindlers In
Texas Face Penalty
AUSTIN. April 18. — Effective
penalties to stop stock-sale swind
lers in Texas are assured, under
joint efforts of both the governor
and the house and senate. Senator
John W. Hornsby has sponsored
final passage. 26 to 0. of an agreed
stringent blue-sky bill, and house
authors will take up the revised
draft for final action soon.
This long-sought public reform
in inadequate inforcement machin
ery will come after Texans 'have
been robbed of many thousands of
dollars by stock-selling swindlers.

PWA expenditures, the legislature
settled down Thursday to push his
measures for control of federal
works funds.

Soil Erosion

AUSTIN, April 18 —A statute to
combat the damage of soil erosion
by windstorms was being drawn
here by Representative A. B. Tar
water and other members of the
Panhandle-Plains legislative delega
tion, for introduction in the house
and senate this week.
Acting Gov. Walter P. Woodul
Tuesday sent a message to the le
gislature urging action to meet the
serious situation before this session
adjourns.
The bill would enable the wind
swept Panhandle counties to form
soil conservation districts and issue
bonds, by which government money
'can be secured for adequate soil
control programs. Loans would be
made to farmers and landowners,
repayable after crops had been
produced.
The bill proposes to apply the
state ad valorem tax in each of the
proposed districts to a fund for the
retirement of the bonds.

add the wind-erosion control provi
sions to this measure, rather than
carry a separate bill through all
stages of enactment.

has moved toward federalizing

poss.ble intention to ignore legis

Gov. O. K. Allen as relief head
Senator John J. Wingrave of
New Orleans introduced the peace
resolution which described the
dispute over the work funds as a
“political quarrel." It asked that
national officials refraia from
“inflicting any punishment on the
people of Louisiana" because of it.
Wingrave said it was reported
that the federal government might
withdraw the relief funds from
Louisiana Ipecause of the “quar
rel."
Secretary Ickes. PWA adminis
trator, has threatened to cancel all
money grants to Louisiana if
Long's pending legislation goes
through.
Senator Coleman Lindsey, ad
ministrator leader, objected to the
resolution.
“Whether the government with
draws the funds from Louisiana is
its own business." he said. “I am
not going to ask them to change
their method of business.*
Senator Long said his plan was
for the legislature to wind up its
session Saturday. He intends to
leave at once for Washington after
adjournment.

Political Heads Arrested
In Surprise Raids;

SOFIA. Bulgaria. April 18 (/P>—
Several political leaders, including
at least one former prime minister,
were arrested Thursday in a sur
prise raid ordered by the minister
of the interior.
Former Premier Alexander Zan
koff, the first to be seized, was
taken to the internment camp at
Burgas on the Black Sea.
Other arrests followed in rapid
succession, the authorities taking
into custody former Police Director
Natseff and Colonel Porkoff.
The government move followed
Interception of a letter, allegedly
written by Zankoff to political
leaders, in which military' in
fluence in the government regime
was severely criticized. It was in
timated more arrests would be made
and that government opponents
would be rounded up at Burgas.

premier last May 20 in a coup
d'etat, also was arrested.
Political observers assert the ar
rests are the result of differences
between rival dictatorial groups who
