According to the Washington Times testimony ofiureil before the subcom mittee fin transportation of thenaiional industrial commission, when in session, would almost seem to throw a shadow of doubt on Mr. Hanna's assertion that sucli a thing as a trust does not exist in the I'nited States. One witness, a prominent merchant of the Windy City has sworn that five men, who daily meet in secret session after the close of the stock exchange, dictate the price which is to be paid to farmers for their grain on the day following, and absolutely control that iuestion. Kut II anna probably would say that this is not a trust, but only a combination for business purposes with the methods of which neither the law nor the public have any legitimate concern. "Subsidize us" is going to be the cry at the coming session of congress. Of course all sorts of subtle devices will be used, but the trusts figure that they have to pay big subsidies to the repub lican campaign fund and they had bet ter get value received at this session of congress, because who knows but the people will elect to have the democratic party represent them next year? The trusts will insist that the republican party grab everything in sight for them. Xo other sort of legislation will begin to receive the attention that this class will. The Philippines can wait, the Nicaragua canal can be delayed, finan cial legislation can be tinkered along, but the trusts most have their subsidies. '"The census of I!t:)0 was a failure," says the North American (rep.). "It was arranged to make patronage. The entire census patronage of Pennsylvania is now in the hands of Quay. In Ohio, Hanna, distributed all the pie," and Piatt, the spoilsman of New York was the supreme authority. The census of WOO starts out UDder the same bad auspices, The superintendent is nothing but a spoilsman. He knows nothing of sta tistics. To expect good statistical work under such conditions would be toexpect good pie crust from a boiler factory.
