Some of our mer chants have about concluded that it is time to make an example of these thieves, snd we predict that hereafter they wil be expoeed when caught. More Recrnita Needed* BW Capt. Wright has returned from Davenport, under speeial instructions of tue Governor, to raise a few more men to help fill up the 46th Regiment of 100 Day men. This Regiment will be main ly from this Congressional District, will doubtless be under the command of Lieut. HENDERSON, of Fayette, a most excellent and experienced officer, and will be well officered, and appointed in every respect. The recruits are wanted promptly, and now is the time to enliit. Incorporation. £W It seems quite probable, now. that the project of incorporating the town will be successful. The petition has been signed by the great mass of the property owners, and by a majority of the voters. We ah til probably soon take on the dignity of a city, and we trust that it will be the commencement of an age of improvement with us as a people. We believe such improvements ae are pressingly needed, may be secur ed without much increased expense, in the way of taxes. Proaioted. Jar The Dubuque Timtt notices, among other appointments by the Pres ident, confirmed by tbs Senate, that of First Lieut. L. WHITE, of the Ath Iowa Volunteers, to be Assstant Adjutant General, with the rank of Captain. We presume this means Lieut. CARL WVITE, of this place. CARL has been detailed for staff duty for a long time, and bj his exoellent eonduct, and general ability and efficiency, has won such promotion. We trust that we are not mistaken in presuming the appointaeut to be Ma. tW The roads and alleys uf ths nsw Cemstery, have all been opened and gra ded, and the work of enclosing the groand is being pushed forward rapidly, and will be completed in a or two. Every one is delighted with the grounds, and are thankful to the proprieters, Messrs Campbell and Ross, for the lb erality and enterprise ibey have mani fested in the project. The grounds are certainly very beautiful, and capable of being highly ornamented. We tiust it will be the aim of every family in the vil ageand vicinity to secure a lot, and to or nament it as nicely as possible. We will guarantee that the proprietors will do their share in the work of embelish ment. Concert for tho Aid Society. JW On Thursday Evening next, the celebrated Pianist, Mr. Chas. Lascrllks^ well and favorably known to our citizens, will give a Concert at the Court House, in this place, for the benefit of the Aid Society. The programme will include number of popular pieces, and as Mr* Lascelles* instrumentation is very fine, the concert will unquestionably be an ex cellent one. Given in the interest of the Soldiers, the attendance upon the perfor mance should be very large. On Friday Evening, Mr. LASCKLLKS will give a performance for bis own ben efit. The excelUnoe of his entertain ments, and his liberality in volunteering to aid the Sanitary cause, should resul' in giving bim a very full house, and a substantial remuneration. The Catholic people are generally poor, but have subscribed most libernlly, Buf ficient, we believe, to carry the walls to the roof. Father GOSKER expects to get the most of what is farther needed, from abroad, but hope9 he may receive con siderable encouragement here at home. We believe him to be an upright, pub lic-spirited man, exercising his influence over his uburch to the advancement of education and for the general good of his flock. We wish bim sucoess in hit labors. Sensible Indeed. BW The General Conferenoe of the M. E. Church has, by a vots of 160 for, and 48 against, changed the rule of lim iting the appointment of a preaoher to two years, and has granted to the Bish ops the right to reappoint for a third year. That seems to us very sensible, as far as it goes. But we cannot under stand why a Methodist Society, and a Methodist Preacher, when mutually agreeable to each other, should not have the privilege of continuing their Churoh relationship just as long as they please. We anticipate that the innoratien upon the old rule, though small now, will re sult in a still greater latitude hereafter. We don't pretend to know, but it always looked to us as if this thing of forcing churches and ministers to separate just about the time they come to understand esch other, is a poor policy. Tickete for the Fair* tW Mrs. BEMIS has received a num ber of season tickets to the Northern Sanitary Fair, which, we believe, are to be sold at $2 each. Each ticket will admit a lady and gentleman to all de partments of the Fair while it remr qs open, and its possession will entitle the holder to half fare tickets on the Rail road. Each county is also to receive credit for all the tickets sold within its limits, which will not be the case if bought in Dubuque. Other season tick ets, admitting a lady or gentleman, sing ly, will also be for sale at 81,50. These, also, will permit the bearer to purchase half fare tickets on the Railroad. The Fair committee, we believe, also intend to send out other tickets, for $1,00 apiece, with the expectation that many who will not attend the Fair, will be willing to cncournge it by buying one or more. We hope to see a goodly number sold in our county, for hundreds of our people can well afford to give a dollar in this cause, who have as yet given but little. Come, friends, encour age the cause of the country, and help the 6oldier to this extent. Tickets may be had either of Mrs. BEMIS, at SAMP SON'S Book Store, or at the Post Office.
