Viceroy Ghana Shu, of Canton, states that tho desire of all Chinese officials is to make tho relational China with foreigners satisfactory and agreeable. Ho referred to tho enso at .Shatneen, on the occasion of tho riot, September 10, when a Portuguese sailor on the English steamer Hankow drowned a Chinaman, and tho English Consul refused1 to arrest aim. Tho crowd was quiet until tho steamer began to move from tho wharf wtth tho accused onboard. Then, with a bensb of tho injustice of this course, thoy set fire to the wharf, and finally attacked the foreign concession, and burned and looted several buildings. Ho said that if the English Consul had made tho arrest there would have been no rioU When asked what provision ho had mado to pay indemnities, ho said ho thought that he would ask for the medation or assistance of tho American Minister, who was expected to arrive in Canton soon. Owing to tho excited feel-ins in Canton it, is contemplated to establish tho foreign office near tho foreign concession, so as to transact consular business and prorenf the necessity of passing through tho city.
