Tho Cincinnati Commercial Gazette says: "Of all tho banks that have been forced, through tho peculiarities of tho financial situation, to suspend, it is gratifying to noto that less than one per cent, have been failures. Tho banks have been solvent, and conservatively managed. They closed their doors to protect thoir assets, and also that all might bo treated alike. By so doing, tho sacrifices, in or der to raise tho cash to meet the demands from depositors, havebeen comparatively small. A very largo majority of tho banks recently suspended have resumed, and tho rest are preparing to do so, which shows tho actual, position of tho banks to be exceptionally strong." The Abutments Paid For. A called meeting of tho City Council was held last night to pass on the claim of Mr. T. B. Hooblor lor tho abutments for the new bridge over Limestone Creek. Eagle, of West Union, 0., were married yesterday ut tho County Clerk's office, Judge Flus ter officiating. This couple came over to Maysvillo July 4 to get married, but as the bride is only fifteen years of age County Clerk Pearce refused to grant them a license, unless they brought tho written consent of her parents. This they brought with them yesterday. Marriage of William Archdeacon and Miss Nannie Squires. Mr. William M. Archdeacon and Miss Nannie Squires, of this city, were mar ried yesterday afternoon at Newport, 'Squire ltobinson officiating. Tho couple left this morning for the World's Fair on a bridal trip. Tho groom has been a clerk at tho Odd fellows' Hall Clothing House for several years, and is a young man of excellent habits. His bride, an estimable young lady, has been connected with Mrs. M. Archdeacon's millinery store for soveral years. Tho couple's friends unite in wishing them happiness and prosperity. STATE TEACHER'S CERTIFICATES. Now Law on the Subject Applicants to be Examined by County Board. Tho following has been received from the Department of Public Institution, Frankfort, by Mr. G. W. Blatterman, Superintendent of Public Schools, Mason County: " A State Teacher's certificate may bo granted by tho State Board upon the recommendation of tho County Board of Examiners utter a written examination, held in applicant's county, attain ing an uve rn go grade of at least 00 per cent., tho lowest grade upon any subject being not less than 70 per cent, upon tho subjects embraced in tho common school course, and also upon Eng lish literature, elementary algebra, higher arith metic and tho elements of psj chology. In order to ho eutltled to a State certificate tho applicant shall bo at lcait twenty-one years old, shall havo had two years experience iu teaching and shall present satisfactory ovldonco of unexceptionable moral diameter. The questions for examination of applicants f r State certificates hIiiiII be forwarded by the Statu Board of Examiners with tho questions for Au gust examination for county certificates. Tho ap nllciiiitsfnrStAl.fi certificates shall bo examined on tho same days upon which applicants for county certificates ure examined In August and immediately upou tho close of examination for State certificates, th County Superintendent shall collect tho papers of each applicant for a State certificate, mako such examination of them as shall enable the County Board to mako a recom mendation to tho State Board of Examiners that n State certificate should or should not be grant ed and forward tho same to tho State Board of Examiner with a recommendation as to grant ing a State certificate. No applicant shall bo examined unless said applicant is known by the County Superintendent to possess unexceptional moral character. If the recommendation of tho County Board be favorablo tho HtatoBoard may tssuo a State certificate which shall entitle the holder to teach in tho common schools for a period of eight years; and if tho holder shall failed for two successive years to bo engaged in uctlvo school work, a State certificate may bo ro nowed another eight years, upon tho recommen dation of the Board of Couuty Examiners. Any County Superintendent may, for causo, revoke any Stnto ccrtlflcato, so far a It applies to his county. Tho fee shall bo 81." Section 183, School Law. Any person wishing to apply for a Slato certificate will bo afforded opportunity nt tho examination for teachers for tho public schools in this county on August 4th. Chester, Pa., July 27. An Austrian named Wnzek Prosch. rocentlv arrived in this country, died hero yesterday from what his attending physician de clares woo Asiatic cholera. The man was employed at the Wellman iron and Bteel works. The board of health will quarantine tho streot in which ho died and disinfect tho premises. Hiccoughing to Death. Portland, Ind., July 27. Jacob Starr, n farmer living near Blaine, is slowly hiccoughing himself to death. He has been asufforerfromrhoumatism for somo time, and two weeks ugo be gan to hiccough. It has kept up over since, and will no doubt causo his death. Seven Persons Drowned. London, July 27. The steamer Pearl ran into and sank tho steamer Archibald Finney, coal laden, off North Rook, County Down, Ireland.
