CERTIFICATE I, KARL THEILE, Secretary of the Territory of Alaska, do hereby certify that on the 9th day of March, 1927, there was filed in my office Certifi cate of Consent of all of the stocA holders of the Seward Investment Cor poration, a Domestic Corporation, duly signed by all of said stockholders, con senting to a dissolution of said cor poration, the fact of the consent of all of the stockholders appearing from said instrument now on file in my office. It carries $10, 000 to make good the deficiency in the ► appropriation for wolf bounties re ported by the Treasurer. It will get its second reading tomorrow. Sundquist introduced two meas " ures, H. B. No. 3, seeking to extend to 90 days the time allowed for the 5 filing of lab^r liens, instead of 60 days 1 as at present allowed. The bill seeks + o amend section 6, chapter 13, Ses ' sion L^ws of 1915, and repeal chapter , 8, Session Laws'of TA"". The other bill, H. B. No. 4. pr^r"''-9 the amend . ment of chapter 42, Session laws of 1)925, by repealing section 4. This sec tion limits the application of the en 1 tire chapter to cannery watchmen. 1 The elimination of section 4 would ex tend the provisions of the law to watchmen on any kind of property. Lomen introduced H. B. No. 5, au thorizing the construction of a Terri torial schoolhouse at Kotzebue and appropriates $3,500 for that purpose. Senate blil No. 13, by Frame, by re quest, a companion measure of S. B. No. 12, prepared by the Attorney Gen eral, was introduced. It authorizes the Labor Commissioner to investigate and decide between disputes between employer and employe about com pensation for labor, to prosecute cer tain claims for labor at public ex pense, and to prescribe the proceed ing thereof. Either of the two parties are permitted to appeal to the Labor Commissioner who is authorized to “hear and determine all disputes and allow or reject deductions made from such wages for meals or subsistence advanced, or supplies furnished, trans portation or other assistance or pay ments made, before, during or after the wages or other compensation were earned.” The commissioner is em powered to issue subpoenas compell ing attendance of witnesses, the pro duction of books, papers and other re cords, and to administer oaths. Right of appeal to the District courts from the commissioner’s decision is given to both parties. The commissioner is authorized to require the Attorney General to represent employes in the higher courts where such employes, having been awarded decisions, are financially unable to prosecute their own cases, or where an important prin ciple is involved affecting a large number of men. Hunt introduced S. B. No. 11, enti tled a bill for “an act to provide for the purchase of supplies by, or per formance of work for, municipalities by contract. It makes compulsory the award to the lowest bidder on any municipal work, or supplies to be pur chased, wherever either amounts to more than $25 and is to be done by contract. It requires that “exact specifications shall be prepared of the supplies to be purchased or the work to be done,’ and kept on file at the of fice of municipal clerk for public in spection; for advertisements for bids and notification to prospective bidders that contracts are being sought.
