LEGISLATURES AND FISHERIES
The announcement that Henry O’Malley, commiss- ,
ioner of fisheries, has been invited to appear before the
Alaska legislature and exchange ideas with the purpose
in view of arriving at a purely economic viewpoint with
respect to salmon canning, indicates that the legislature
no longer intends to allow the delegate to congress to
dominate it and will, in accordance with the purpose of
their election, inject the people’s voice into the situation.
In this attitude looms the passing of a political pigskin
that has been punted all over the Territory since 1920.
Likewise a long step has been taken in the direction :
of Territorial control of such matters as the fisheries, in
that the legislature will have an opportunity to demon
strate conclusively if its office is capable of administer-'
ing the resource, which everyone but the delegate appar
antly believes it is. " |
The opportunity presents itself to demonstrate
whether or not the canning industry is to serve as a polit- j
ical big Bertha or is a question to be handled on its merits ;1
with everybody given due consideration, instead, as for- S’
merly, a subject for legislation reprisals.
At the worst, a splendid neutral ground has been es- ]
tablished whereon the contention between the delegate ]
and the fisheries may be shelved and an entirely new :
approachment be had.
The conference and findings of the commissioner of j
fisheries and the legislature will reveal the true state of 1
affairs, and how well the legislators play their parts will j
determine the justice of the demand for turning the fish- ,
eries over to the Territory. It is a time-honored maxim i
with the bureaus that Alaskans do not disclose what they '
desire. Here is an opportunity to show them.
