TOKYO, Sept. 13. —Japan is dis- t satisfied with the present 3-5-5 naval ratio as provided for in the London and Washington N av a 1 treaties and will not be apt to renew these treaties without cer tain changes when they expire in 1935. This much was indicated in the statements of the Naval Minister of Japan when he declared that that ratio of three ships to Jap an to every five for the United States, and five for Great Britain, was unsatisfactory and that they would much rather favor no limi tations than the present unfair limitations.
