Expeditor Named By SBA This Week William D. Mitchell, Adminis- ; trator of the Small Businesa Ad-; ministration, today announced ths 1 appointment of John M. Carmedy as a special representative to over see the completion of seven prime defense contracts entered into with 1 small business firms by the former , Small Defense Plants Administra- i tion. These contracts were entered into by SDPA prior to Mr. Mitchell's appointment as Administrator of the agency. Mr. Carmody is a long-time Government official, and had been serving as Director of SDPA's Office of Production and Manage ment Assistance. "Mr. Carmody will visit those regional offices which have t>rime contracts assigned to them and will work closely with Regional Direc tors and. their staffs. At the time, he will visit those plants which are engaged in fulfilling these prime contracts," Mr. Mitchell said. "The appointment of a special represent ative will provide SBA with current information on prime contracts, and will enable the national office to deal more quickly with such matters as contract terms and schedules." These prime contracts for small business concerns range from 121,000 to more than $850,000. They include production of truck pedes tal gun mounts, M-4 Mortar Sights, immersion water heaters for troops in the fields, duffel bags, white wool blankets for the Army Medical Corps, wooden ammunition boxes, and other critical defense items and components. The plants are located In Altoona, Pennsylvania; Newburgh, New York; Homer, New York; Lowell, Massachusetts; Peoria, Illinois; Hartsville, Alabama; and St. Paul, Minnesota. SDPA became a prime contractor when it moved in to aid small business concerns which were having difficulties in meeting their contract obligations for national defense. In each instance where it intervened, SDPA became the prime contractor and the original producer became a sub-contractor. "We believe that with a special representative, we will have better correlation of our prime contract activities," Mr. Mitchell stated. "With his long experience in private industry, as well as in Government service, and his familiarity with these prime contract obligations, Mr. Carmody is a wise choice for this important task." The Administrator said that the selection of Mr. Carmody %as re commended by Deputy Adminis trator Harold R. Smethils, who is in charge of all SBA field opera tions. Prior to entering Government service, Mr. Carmody held numerous positions of responsibility in pri vate industry. He, entered Govern ment service in 1933 and prior to his service with SDPA, served with the Wagner Labor Board, the Civil Works Agency, the National Labor Relations Board, the Rural Electrifications Administrator the Federal Works Agency, the U. S.
