Pre-ideat Clovoland and Secretary Carlisle J are smart, brainy men, capable of framing anj law, from an act to impound yellow dogs to a reviiiou of the tariff schedule, and if left al no eitherstatesman would have presented Congress with an acceptable financial meas ure But they bavo been unduly influenced in the preparation of the now currency bill now being considered by the Banking and Currency Committee. They have been ad vised by too many bankers, and as bankers are interested parties tho currency bill has the serious fault of being framed in the Inter est of banks. According to the popular idea, banks are place? of business where money is loaned, notes fcbaved, drafts and bills of exchange issued, deposits of money received, and coin and bullion purchased. They differ from other places of business only inasmuch as they deal in debts and credits and commodities instead of in merchandise or agricultural and manu factured products. But they use money or its substitute just as other places of business do, and there is no reason wby banks should be furnished currency to speculate with on more favorable terms than it is issued to other business enterprises. The now currency bill requires the Comp troller of " Currency to provide banks with s on ikxtir d p j-iimjr M cei.ts i,'aa:e3 applied for.
