Chief Constructor Hichborn Anxious to Equip Them With Full Sail, but Officials Favor Twin-Screw Power. The board of naval bureau chiefs has been for the past week spending many hours almost daily hi consideriujr the designs for the six composite gunboats author ized to be constructed by the last Con gress, and it Is doubtful if the chiefs have tx-en 60 much perplexed aud at variance since tbey first undertook the work of re vising plans for the construction of naval vessels,. The features of the plans which has de veloped the widest difference of opiuion is that of sail power, for the designs pre pared by the construction bureau as a basis for the board's action, include a full outfit of sails. The boats have been given a spread of canvas of 11,000 square feet. It would be desirable to give them more, but this could not be doue without infring ing upou space otherwise needed. This amount of canvas practically makes the gunboats full-powered sailing craft, and in thiscity they will be much different from any of the other vessels of the new Navy. It is thought that since the geueral adop tion of twin screws the probabilities of ac cident have been so reduced as to justify sails being ignored altogether. There fore in the case of these new boats Chief Constructor Hichborn has taken the ground that auxiliary sails is worse than use less, and that the boats should either abandon sail altogether or be supplied with full sail power, enough to enable them to make long cruises without using coal until an emergency arose that required them to make good speed. The conbtruoUon bureau lias adopted the latter view oubiof consideration for the peculiar service for which these vessels are destined. As they are to be sheathed with copper, they will be able to get along for three or four years at a time without going into dock, so that their ability to keep the sea and away from a home navy yard will depend solely upon their ability to get along without frequent coaling. For service at Samoa, in the Gulf of Mexico, and the Caribbean Sea, and on the expaubive Bering Sea patrol, where speed is uot an object at all times, the chief con structor holds that this sail power will make the vessels of great? value, and that they will be the most economical cruisers iu the Navy. He has also pointed out that the ships so equipped will prove to be almost the only practical school our naval officers can find to study sail navigation, and this is an important point in time of war, when prizes may be made of sailing veseis, which must be sent to port in charge of a competent navigator. The other bureau officers of the depart ment have not as yet accepted the views of the chief constructor on tills point, and some of them are urging tiiat the vessels be given twin screws, which would require the alteratiou of the models astern to such an extent as to make them unfit for sailing vessels. "Jloston Jnok" Arrested. The arrest in Boston last night for the "Washington authorities of John C. Ar thur, alias Jack Saunders, alias Boston Jack, furnishes a sequel to the story of an attempted robbery on Patrick Council's hardware store committed here four years ago by three men, of whom Arthur was one. One of the men, whose name was O'Neill, was caught and sent to the penitentiary for three years, while Arthur and the other one made their escape, and have not been heard from here until Saturday night, when Major Moore received a telegram from the superintendent of police in Bos ton, notifying him that Arthur was held for action of the local authorities.
