Within the past month there has bten a
good deal of comment over the election of
Walter F Itodlck at Si cretnrj of the
Board of Kducatkm to succeed Major II
U Twomblej Not only has the apixiint
ment itself been criticised hy prominent
business men but the alleged method
U3cd in bringing about the appointment
have been made the subject of unfaora
We remark The fact has leaked out that
while there were twelve other applicants
for the position some of them well en
dorsed bj the leading men of the city the
name of Mr Kodrlck alone was consid
ered in connection with the office In
deed it is alleged that the applications
of the twehe mm referred to are now in
the desk of the Secretary of the Board of
Education with their seals nnbroken or
w ere so up to a few da s ago
Comment on the subject extends not
oily to the methods used to appoint Sir
llodrick but to the manner in which the
fbrmcr occupant of the office was frozen
out to use a common expression The
law regulating the reorganization of the
rmbtic school system provided that it
should be composed of two branches In
the executive department that which was
purely educational and that which per
tained to the business side of the sjstem
The business end of the matter is under
the control of the secretarj and the edu
cational details are left to the Superin
tendent of Education and his two assist
ants
The bj laws of the Board in defining
the duties of the secretary prescribe that
he shall be the chief executive officer and
shall have entire control of the office
force This was a new departure from
the old plan and was calculated to in
crease the prestige of the office of secre
tary of the Board hy taking him out from
under the direct supervision of the Su
perintendent
It Is alleged that this proved a source
of friction between the Superintendent
nnd the secretary during the jear It is
stated that Major Twomblej was Inclined
to inist upon his rights under the rules
and that Superintendent Stuart was in
clined to dispute the point Major Tv om
bley it is said earnestly endeavored to
carry out the law and the Instructions of
the Board and the story goes that Sup
erintendent Stuart as asMduouslv sought
to make his influence and authority felt
This led to friction
As to the metnods used in naming a
successor to Major it Is stat
ed that everj thing was cut and dried for
the appointment of Mr llodrick evtn
before Major Twombley reslsntd Jtumor
has It that upon the night that the old
secretarys resignation was -offered Dr
Richard Klngsman arose and moved that
Mr llodrick be appointed to succeed Ma
jor Twombley Objection being made to
tuch hasty action it In said that the mat
ter wps referred to the Committee on
VVajs and Means composed of General
Boynton James F Bundy and Gen
George Harries Before the matter was
taken up bv the committee the names of
twelve men were sent In as follows H

It Is alleged that Mr Rodrick -was en
dorsed by Dr Klngsman and ft Is under

the entire Board of Education pledging

the applications of the candidates named
were considered or even thought of It
is stated that the Committee on Ways
and Means was called to meet at General
Bontons office a da or so before the
meeting ot the Board of Education to
elect the iecretary It Is also said that
when General Harries arrived at this
meeting he was presented with a paper
endorsing Mr Rodrick as secretarj con
taining the names of live of the seven

of the Committee on Vas and Means
endorsing Jlr Rodrick went before the
Board -and lie was elected with two dis
senting votes those of General Harries
and Mrs Francis
A rather interesting sequel to the ap
pointment of ilr Itodrick as secretary
came to light jesterday at the District
Uuitding When the resignation of llajor
Twombley was acted on b the Board of
Kducatlon a motion was passed that he
be allow e d thirty daS leave This action
was taken by the Board while In session
and i said to have been unanimous and
was understood to have been Inspired by
a sense of appreciation of the valuable
perxltvis of Major Twombley for eleven
months A da or two afterward certain
members of the Hoard started a motion
to rescind the action referred to and to
withdraw the thirty das leave granted
the outgoing secretary
Accordingly a paper was drawn up and
yent around to the members of the IJoard
for their signatures and it is stated that
It received the approval of five memlwrs
of the Board The law governing the
Board of Education however stipulates
that action of the Board shall be in res
ulir session with a quorum present Th
leg lit of the procedure therefore is
questioned In some quarters Some dah
imo Major Twomblev sent to the District
disbursing officer his voucher for pay dur
ing the month of July in necordtnee
with the action of the Board In the
meantime in the regular order of busi
ness Mr Rodrick s name was placed
on the payroll This led lesterday to tho
holding up of the check for the secretary
of the Board of IMucatlon and a refer
ence of the matter to the Comptroller of

Mr Biistqw presented a resolution

Mr Brltow also presented a resolution
at the request of the Rev E J Richard
son of Siluda Va which provides that
the revenue officers and tax list officials
of the state shall have the full power to
examine into cases where dealers of
spirituous and malt liquors are violating
the law by selling to minors or keeping
their places open on Sunday and report
any -v iolatiorof tha law to the grand
jurj of the county where the offence may
have been committed
Mr Fairfax offered a resolution which
was adopted asking for statistics regard
ing rairoad property
I he information was asked for vise by
the Committee on Taxation and Finance
of which Mr Fairfax is chairman
Mr Withers offered an ordinance -on
the subject of regulating freight rates
by common carriers and relating to pas
sengers as w ell
It also creates a corporate commission
er to be elected bv the people
The most rigid proposition considered
bv the contention today was the resolu
tion presented b Mr Anderson of Rock
bridge providing for purity In elections
The resolution makes it a high misde
meanor for a ucrson to aid in the false
registration of a voter or in any v Ij aid
in making a fale account of the e ctlpn
by fraudulently altering or im any way
changing a ballot Upon conviction the
guilt person shall be punished far each

The minorit report proposes an armaj
ment of four twelve Inch guns twelve
eight Inch guns and twelve six Inch guns
Admiral Bradford claims that the ob
jections to the superposed turret are pure
ly theon ileal Commenting upon Admir
al Bradford s report the majority say
that the advantages claimed by the mi
nority are purely theoreUcaL The ma
jority report declares that with the vis
sels now building there will be when
they are completed seven battleships
having superposed turrets which to thu
majority seems as great a number as

provides a very considerable economy of
weight and spice hut exposes more than
one third of the butery of the ship to

exercises of the Greenieaf Vacation
School held last night in the Ji fterson
School building a well deserved ovation
was tendered to Ray Riordan principal
of the school and the originator of the
vacation school project Members of the
Board of Education present took advan
tage of the to express their
appreciation of his devotion enthusiasm
and self sat rifice and of the successful
results of his work and parents of schol
ars pressed his hand and expressed their
thanks for his assistance in -caring for
ticir clniuren through the hot summer
months A most unique aWd characteris

with talent supplied f rom the school The
entertainment closed with remarks by Mr
Riordan principally In the nature of ad

At the close of this third season the
principal of this school Mr Riordan
knows that he has the approval of the
community for his vacation school It
passed the experimental stage two years
ago and hiving become recognized as
successful by the Commissioners and the
Board of Education received the substan
tial regnltlon of Congress in an appro
priation made at the last session It has
therefore become a well established part
of the public school system of the Dis
trict of Columbia and svq may expect to
see It increase and improve steadily Al
ready the example set has been followed
bj an enterprising principal and a staff of
teachers in the colored schools and with
good success In this their first season It
may well be that other experiments of
the same kind will follow So that Mr
Riordan and his staff havetiot only done
much themselves but they have- stirred
Others to do likewise They certainly
merit the appreciative support which they
have received
it is no small thing loo these teachers
after doing their full dtyt throughout
tl long school year to work for six
weeks more In the heat of summer but
we can well believe themfvhen they tell

these teachers which is after all the
spirit of the great teacher ought to be
manifested by all the teachers In the
regular schools as it is byverjvrnany of
