be assumed that the crisis in this respect
has been passed
In response to the representations of
the local bankers the Secretar of the
Treasury today advertised for biJs for
t0i0 000 of Government bonds bjt the
acceptance of his proposal is obviously a
matter which will be determined by stock
market and money market conditions
The market opened fav orabl influenced
by the continued good news in respect to
the condition of the President and while
occasional reactions marked the advanc
ing tendency of prices the market
throughout retained a distinctly strong
undertone London sent in slightlj ir
regular changes In prices and the orders
for foreign account In this market were
about equally distributed between pur
chases and sales
Supporting orders of the character noted
In Jesterdaj s dealings did not appear to
he necessarj today and indeed were not
apparent in anv Quarter Commission
houses continued to report the execution
of buving orders on Lelialf of customers
attracted by the compnratlvel low level
of the market and the short interests con
tinued to reduce Its commitments
As regards particular movements in the
market it can only be noted that ist Paul
was again the feature of the raihra list
and that the dealings In the stock were
again influenced exclusively bj the no
tions entertained regarding the rate of
dividend to be deel ired next Thursday
it is doubtful whether the direetors of
St Paul have decided definitely as to
what dividend will be declared but by
one of those shifts of opinion not uncom
mon In Wall Street the Idea commonly
prevailed today that in addition to the
regular 3 per cent rate an extra dividend
of 1 per cent would h declared
Other movements In the market did not
require particular comment inasmuch as
Ihcy were determined chiefly b the gen
eral circumstances already cited

ment regardlrg corn which according to
his figures deteriorated to 51 during the
month of August Some suggestion that
such a showing might be made has been
heard but the Ecneral opinion has been

er with the reports of the Weather
Bureau nor with the unomeiai state
ments of Ihe trade papers the railway
officials and the brokers It will be In
teresting to note the effect of the report
on the market-

other was the belief In many quarters
that the rallwajs of the section will have
a most prosperous jcar and that higher
prices are warranted bj conditions The

accompanj its boom The talk of an ex
tra dividend or an advance In the regu
lar ellvldenel rate was repeated persis
tent The meeting of the directors will
take place tomorrow As far as can be
learned there has been no definite agree
ment as to the dividend rate but it is
thought possible bv conservative people
that something mav be done In addition
to the regular 3 per cent semi annual
dividend An extra dividend of 1 per cent
is possible An increase of the regular
rate to 7 per cent is less likelj It Is not
disputed that the company tould pay a
larger dividend very conservatively Some

vance rate should be made The reason
why speculators should be cautious in
making up their minds that the rate Is
to be chanstel Is that the C per cent rate
was only established a half jear ago and

more significance than as an Indication

The report of the Colorado for
the jear ending June 30 was an excellent
one Groxs earnings Increased nearl
