All day this declaration was the main
FUbject of conversation wherever men
gathered to discuss the financial situation
nnd outlook Tl country has now been
told what It can cobnt upon in the ad
ministration of public affairs and the
country knows that it can rely absolutclv
upon the word and the performance of Its

order In point of importance to Mr
Roosevelts utterances was the announce
ment late on Saturday afternoon of a
final settlement of the protracted strike
of the Amalgamated Association which
has now been in progress for over two
months
When this announcement was first
made Its sgnlficance was ovcrshidowed
by the interest taken in the situation at
Buffalo but today its importance was
clearly realized Then again the very
extensive advances which were Fcored in
American stocks la London prior to the
opening of the local board naturally
played a decided part In shaping senti
ment These ndvanctt extended from 1
to 4 points throughout the American
quarter and the dealings In American
stocks were reported as being on a more
animated scale than for a long time
They were followed up also by exceed
ingly heavy purchases here for foreign
account and the latter would doubtless
have been in still greater volume but for
the rapidity of the advance In the local
market
Still another encouraging influence was
Saturdays bank statement which showed
the first considerable reduction In the
loan account In a fortnight There was
little change in sterling exchange condi
tions and the remainder of the days
routine was made up of the large traffic
returns submitted for various periods
The usual monthly statement of the
countrys foreign trade for Augubt showed
an excess of exports of merchandise
amounting to JD00000 against JU700000
for the corresponding month of last year
Merchandise Imports increased about
JIOCOOOOO while exports Increased less
than JlOOOOGO
In view ofthe general circumstances
under whch the market opened It was
not remarkable that a large number of
very extensive advances should have been
made right at the opening but It was
particularly noteworthy that these were
cxceedinglj well retained and In a large
number of cases materially bettered with
the course of the session Technically
considered there was an active borrow
ing demand for stocks and an excellent
enquiry from commission houses while
supporting orders were evident through
out the market There seemed however
to be little occasion for the Introduction
erned by commercial influences and the
market moved with more or less uniform
ity It would appear hardly necessary to
particularize regarding special move
ments
The railway list furnished the bulk of
the dealings but trading was very ac
tive In all quarters

Wall Street was for the most part vast
ly surprised at the way the stock market
went jesterday The general opinion had
been that a decline In prices was inevi
table on the llrt market day after the
death of the President Others had been
confident enough to hope that the great
Inside interests would be able to stem
the tide of selling orders and hold prices
with little decline The thing that really
occurred was a sharp advance in prices
the best that has been seen in the mar
ket for many dajs The opening prices
were from one to six points up from the
clove of last Priday The advance was
excelleiitly held during the entire day
a few stocks only showing much ten
dency to lose their gains and quite as
large a number even making good fur
ther advances
The causes of this unusual buoyancy
ore numerous London took a hopeful
view of the New York market situation
and was a bujer of stocks earl in the
day The Continental markets also were
buovant for American securities This
matter ma have been engineered from
thlh side but It has its effect at any
rate The words of President Roosevelt
as he took the oath of office last Satur
day were conspicuous conservative and
hence most reassuring to Wall Street He
Is considered a man of his word In the
street nnd therefore he Is taken at his
word when he sajs that the policy of the
Administration will not be changed In
any important particular The ending of
the steel strike has been waited for some
time and exDected by the street but
nevertheless the actual accomplishment
between the steel worKers
and their emnlovers the Steel Trust was

action from the high price level estab
lished might be seen later this week but

teristic of the market for the past five
ears The basis reasons for this belief
are In line vlth the causes that made the
market buoyant for one day jesterday
though not entirely the same The fact
that the strike Js ended and that Presi
dent Roosevelt has announced a conser
vative policy are factors of importance
not only for the present week but for
the entire present year and for next year
too The- both mean that the country
has a larger chance for a continuance
of its great prosperity than It would have
had under other circumstances The
present monetary situation however
need not be taken Into consideration in
any surmises regarding the future of the
market for it is certain mat mere win
be a plentiful supply of money later In
the jear This fact will Indeed con
tribute largely to the hopefulness of the
situation American gold will be abund
ant again shortly and the money now
going West and South will In time come
back to Now York The wonderful
earnings of the rallwaB are a bullish
factor of the utmost Importance It Is
entirely probable that in all cases theEC
earnings will continue for the remainder
of the fiscal jear In some cases there

The technical matter that the important

arguments The insiders cannot

and the great community of Interest plan
was built by the greatest railway nnd
financial men In the world for the pur
pose of perpetuating this prosperity
