exclusively generneel by the more cor
rect lens regtirdlne tile Kcneral btate of
affairs grouped tinker the head of the
Northern Pacific situation The stocks
dlrectl and more or less lndlrectl con
cerned with that situation were in all re
spects thq leaders of the market Cool-
headed observers of the situation hae
all along been of the opinion that not
withstanding the appirent difficulties in
the waj of an amicable settlement of the
Northern Pacific problem a solution of
the auction would eventually be reached
ind upon amiciblo lines
It was said today and with apparent
a thorltj that the points at Iue be
tween the various parties In interest
would be settled by arbitration and that
the elecNIon of the referees would be
handed down by the close of the week
The stock market accepted at any rate
statements to this effect as nuthentlc
and in consequence very heavy buvlng
orders appeared In Union Pacific and
St Paul and the strength of these stocks
extended gradually to the remainder of
the market
It was a matter of some comment that
Northern Pacific was lethargic In the face
of the spirited advances which took place
In Union Pacific and St Paul The
was however so concentrated In the
two stocks in question that the remainder
of the market suffered somewhat in at
tention in consequence The very hen
trading and the strength In St Paul were
based on the belief that the property
would occupj a prominent position in any
adjustment of the railway situation In
the Northwest and it seemed to be the
common opinion that much closer rela
tions were art to be established between
the Unloi Pacific and St Paul com
panies The ideas In this respect hovv
cver continued very Indefinite an J it
might be noted that Chicago and North
western common and preferred were
again exceedingly strong It is dlfpcult
to belice that any change in the relations
which hae so long existed between
I nlon Pacific and the Northwestern prop
erties would be involved in an adjust
ment of the railway situation In the est
no matter what might be Its scope
The market opened strong but subse

Tht London market was g nerallv heavy

nothing more than nominal proportions
There wen few movements of Interest

There was a line uuward movement in
the eicck market esterda and espe
cially fn the- last two hours of the dav it
deserved to be called even a boom Ihc
estem railwav stocks general the
grangers and the Pacifies led the move
ment with gains of from one to three or
more poirts on very heavj bulng that
lion pirrv evidence of eominir from In
ties gonerallv were also strong the an
elerbilts and anthracites verj little less
so thin the Western stocks The indus
trial list was ncalccted somewhat but
fatrlj strong also The size of the busing
nd the rapidity of the advance made
the movement one of the best in recent
weeks and it attracted wide attention in
the sfeet and natural gave rise to all
kinds cf rumors as to its caue On the
whole the chances do not seem to favor
more than a rall at this time
The- underljing conditions are excellent
but they have been as much for some
time past Hie monej market Is not a
menace rs long as the stock market Is
quiet but it Is very evident that It would
be dangerous If a big broad market were
to develop The conservative people look
for a quiet strong market for the pres
ent and for higher prices later in the
vear when money begins to come back
to New York from the West and South
The fatt that there is a temporary boom
in prices at the moment does not change
their views of the situation an more
than the slumns of two or three weeks
ago did The advice to buy stocks on the
recessions is still given
Of course there Is the posslbilltv of a
sustained advance now Nothing 1 Im
possible in stocks It Is possible lhat the
large interests wish to discount the easy
iron market that ma be expected next
month It is possible that they wish to put
prices up live to ten points before the
public begins to buy stocks And it is not
Impossible that the Intend to bring out
announcements of Importance legareling
rallwaj deals to help their movement
along Some enthjsiastie people took this
view the situation yesterday afternoon
arguing that the buv lng of bt Paul are
Union Pacific nnd the Vandeibllt securi
ties was so Irrge and Importrnt that onlj
lnslel peopc could be responsible foi It
lodav s market and th it ot next week
will show If there Is anv foundation for
this view bat at present It is not held
bj aij great numbtr of people
The Northwestern situi Ion was agilu
the matter around which most of the
gossin centred Late- In the da there
was a rumor that the difficulty supposed
to exf t between the Morgan Hill people
and the Harrlman Unlon Pacific Interests
will be left to arbitration Th rumor
went so far as to sai that the arbitrators
will include a and will be three
of the most Important railway and finan
cial men in the country outside of those
dlrectli Interested It does not seem im
possible that there may be some truth In
this story If the Etreel understands the
situation In the least It Is one in which ar
bitration might well be- textcxl
The Morgan Mill interests bought up
Burlington for the Northern Pacific inel
the Great Northern The Union Pacific
inte rerls believed that this move would
be prejudicial to them throwing the bil
ancer or too strong into the
hands The bought a large
block of Northern Piclflc common and
the majorltj of Northern Pacific prefer
red This caused the fight of last spring
and the May panic Since that time there
his been a truce the Union Pacific peo
ple having control of the Northern Pa
cific if both the common and the pre
ferred securities are considered The
Morgar iill people however own the
control of the common stoek and a pro
vision of the charter of the companj Is
that the prefened stock may be retired
at the beginning ot anv ear when the
compan shall se fit It Is a matter of
dispute whether company here
means the stockholders which woulel In
clude both the common and the
stockholders of course or onl the
directors The directors of the comp 1 iv
are Morgan people and If th have the
right to could retire thi pre f rre d
stock on Januarj 1 This in brl f is
the difference of opinion between the two
parties as it Is understood The supposi
tion is that the Morgan people wish to
retire the preferred stork of the North
ern Pacific as a ptrt of the Ir general ce n
seidalion plan in the Northwist The
further supposition Is that the Union Pa
cific intere bts oppose this for th s me
reason that th opposed the liulng of
Burlington six months ago It Is silel
tint the oiirstlm vhether the Morgan or
the Harriman people are In the right Is
one that might be carried to the Supreme
Court and burieel there six ears If
It were left to the court It will be se cn
thit arbitration is a verv promising so
lutlon of the dlfflr ilt

THE TIMES WASHINGTON THURSDAY OCTOBER 24 1901
Hon ln the Northwest will le considered
is not explained In the gnsslp as ct but
It seems probable that such a board as
the one suggested might e allowed or
rfijutstcd to take up the entire situation
with a view to bringing about the big
hnimony plan lhat the important inter
ests are supposed to have at heart as a
tin il consummation Yt sterdaj the rtimor
was tint Union Pacilic northwestern
St Paul and Southern Pacilic will all be
grouped on the on side in negotiations
for a deal and Northern Pacific Great
Northern and Burlington on the other
side This storj had nothing to do v Ith
tile arbitration rumor but might be true
at the sime time nevertheless Union
Pacific St Paul Southern Piclflc and
Northwestern were the most buoyant se
curltles on the list esterda afternoon
whatever the truth as to the ileal sit
uition ma be St Paul Jumped up to
above 170 Southern Pacific to above 61
and Union Pacilic to above 102 Thes
prices are the best of recent weeks The
buIng was verj large and either for in
side interests or for a verj strong and
very confident pool
Chicago and Orcat Western was one
of the fcitures of the market selling up
from 23 and a fraction to 23 and a frac
tion the highest recent price It was
whlsrered that a party of Important rail
way people have been making an Inspec
tion of the propertj preparatory to mak
ing a bid for it for one of the biggest in
terests nlrcadv established in the Western
rallwav field and tint their bid is likeb
to be accepteel The bu lng of the stock
was large It Is quite possible that the
movement ma have been elue to pool
manipulation as it Is certain that this
stock must be active alwajs when there
Is talk of an adjustment of the Western
nlfway sittntlon The Great estem ec
cuples such an Important position that
it cannot be ignoresl
There Is again i tip to bit Pacific
Mall for an advance before Congress
meets
Sucar was one of the few strong Indus
trial securities csterelay There has been
much bullish gossip in good quarters re
garding this stock recently and nn ad
vance of some Importance would not be
a surprise to conservative people But
the stock Is not a good one to speculate
