the state especially Into the northern
border counties and the number of
cases has been larger than In any pre
vioHs year yet the expense attending
the care and treatment of them has
I been smaller and the supervision cC

Dengue and Smallpox
While the number of ill persons in
the state seems to have been larger
than in previous years yet as point
I ed out by the State Health Officer
this Increase in sickness has been al
together due to dengue a distressing
and painful but never fatal disor
der and to smallpox which latter
trouble can be prevented whenever
the representatives of the people in
their legislative capacity see fit to en
I act measures to control it Moreover
it is pleasing to note that the mortal
ty statistics received by the board do
not show any increase in proportion
to the ratio of population which is
constantly enlarging j
We concur in the timely suggestion
of the State Health Officer that the an
nual report of 1903 which was made
ad interim of the legislature shall be
submitted with his report of this year
becase it contain a detailed state
ment of many Important facts and rec
ommendations in furtherance of the
I progressive sanitary work of the
i board which must if carefully read
create an interest in measures of pre1
Ventive medicine which the board
aims to place in practical operation
among the people and which if more
Uan casually alluded to again would
be an unnecessary presentation of al
ready discussed subjects Yet it
j would seem that propositions which
have a decided bearing upon disease
prevention and life saving would
never be tiresome to consider and
would ever command and receive
thoughtful attention
Antltoxine and Vaccination
rn preventing two ef the most dan i
gerous and communicate diseases of
contagious type the State Health
Officer speaks of the wonderful speci
fic properties of antitoxin in both pre
venting and curing diphtheria and of I
vaccination as the only means known
I
at the present time to effectually pro
vide against smallpox cither in iso
lated cases or epidemic prevalence
VTe heartily concur In the opinion
expressed by the State Health Officer j
that when the people generally will
learn to appreciate the value which the i
discovery ot these two remedies have j
been to the human race and will heed
the advice of these whose oxperience
and knowledge peculiarly fits them to
offer by cheerfully and universally
adopting their usetheu there will be
few sorowing mothers on account of
diphtheria and ntf disfigured men and
women because smallpox can be made
to be as obsolete a disease in the fu
ture as yellow fever bids fair to be
now
Unreasonable Prejudice
hIt does seem to bean unfair burden
upon the State that because of a pre
judice that is as unreasonable as It is
foolish and against which statistics
can be brought la convincing array I
of facts and figures If objections can I
be overcome by argument an expenditure
ture of public funds should be made

smallpox cases when vaccination will
prevent an attack and stamp out a
threatened Spread This conclusion
finds greater force argument when
it Is learned that fully 95 per cent of
the cases of smallpox which occurred
In Florida in 1904 were among the
negro population who migratory in

revenue of the state by acquiring prop

We not only thoroughly indorse I

as to an existing necessity for a com
pulsory vaccination law ot limited pro
portions and requirements but earn
restly request of your excellency the
influence of your own strong person
allty and offlcf to bring about such an
enactment law fawhich the state
may be rid tf the l > est ay an extended

prevalence and the cases of smallpox
reduced to a minimumnumber The
disease however mild in character
creates uneasiness among the whites
whenever and wherever It appears
from Its loathsome nature and the dis
figurement which generally follows
Discomfort from any sickness with at
tendant expanse should not be per
mitted much less encouraged by
yielding to ignorance and prejudice
We also approve of the suggestions
of the State Health Officer to confirm
the rules and regulations of the State
Board of Health as statutory enact
ments and we agree with his reason
ing that there will be less likelihood
of contention as to the legality of en
forcement of these rules and regula
tions If sanctioned by the legislature j
They are but few in number as com
pared wlthSthe regulations adopted at i
the organization of the board in 1889
and their condensed form present the
salient features of conservative san
Itary administration They contain
nothing that might be objected to by
the most sensative guardian of the
personal liberty of the citizen and on I
the contrary It is thought comprise
useful Instruction in and repirement
for healthful living and profitable san
itation
The Bacteriological Laboratory
It is gratifying to confirm the opin
ions expressed in the last annual ra
port of the board respecting the an
ticipated usefulness of the bacteriolo
gical laboratory This division of the
boards operations has been kept ac
tively engaged during the year and
has assisted the physicians of the I
state and through them the people
I
in early arriving at diagnosis of dis
ease affording an early opportunity to j
apply prompt remedies or preventive
measures I

The following facts and figures as
to the products and income of Florida
are taken from the Punta Gorda Her
ald
Annually there resort here throngs
of men and women over whom floats
the fine old aroma of Puritan culture
or the strong sons daughters of
the West Throats horse and rough I
with prairie frost or the white bean
soul of New England pallid from the
burntout furnace air the red fighting I

in the stuffy heat and the cosmical el

out from the sleepers into this rich
sunshine and it comes to mummified
lungs with the sensation of floating

bones green and full of marrow

Report in Detail
There are Other matters which ara
referred to by tho State Health Officer
in detail in his interesting account of
the sanitary happenings of tho year
such as the care exercised over and
the treatment of contagious disorders
among domestic animals and especial
ly of the management of outbreaks of
glanders among horses in different
portions of the state by the State
Board of Health through the veteri
nary surgeon of the board a position
authorized at the annual meeting of
1904 licensing persons to engage in
the business of emblaming the dead
for transportation who show a fair
degree of knowledge of the subject
seeking to control pulmonary tubercu
losis and to lessen the danger of in
fection by prohibiting promiscuous I
expectoration on sidewalks floors and
walls of public buildings and in pub
lic conveyances looking after the san
itation of public conveyances and
noting the construction of additional
isolation hospitals for seclusion and
economical treatment of smallpox at I
Pensacola and Miami which are at
tractive subjects to speak on but it is
thought that the State Health Officer
has so entertainingly pointed out tho
commendable qualities of each that I
feel It to be merely necessary to invite
consideration of them to receive pro
per and responsive attention i
An Existing Vacancy I
With the ending of the present sea
son of the board my colleague and my
self practically complete our term of
office for which we were appointed by
Governor Jennings for four years At
present there are but two members of
the State Board of Health as the va I
cancy caused by your elevation as
Governor has not as yet been filled

In your elevation and election to
t e highest gifts at the hands of the
people of a sovereign state my col
league the State Health Officer and
myself feel that the State Board of
Health has been signally honored by
the people of Florida by having one
of its members while yet in active
connection with the board preferred
for the office of Chief Executive of the
state by a very flattering vote of con
fidence In the election of Hon Jasl
P Taliferro for first term as United f
States Senator from Florida is an 1
other instance where a citizen of the I
state and actively exercising the du i
ties of membership in the State Board
of Health has been selected by the
people to a high office in the adminis
trative counsels of the state j

deed to note that the people generally
appreciate the efforts of the State t
