Peculiar Methods
While Theodore Roosevelt is no
lawyer he nevertheless a law
unto himself To Wm precedent Is

A notable instance of his pecu
liarities in this direction fsto be
found in the manner in which he has

seen fit to boost a certain Captain
Pershing over the heads of officers
grown gray in the service Into the
proud position of brigadiergeneral
This officer hitherto utterly un
known has by virtue of the authority
thrown away on President Roosevelt
secured his undeserved promotion at
the expense of no less than 257 cap
tains 364 majors 137 lieutenant
colonels and MO colonels grand
total of 868 officers all of whom were
by every rule of equity entitled to take
precedence of the Presidents pet
What these officers think of the
manner in which they have been rele
gated to the rear will never be
known Their lips are sealed but it is
safe to say that as a means of pro
moting esprit de corps in our army
the Presidents course is open to criti
cIsm
But what else was to have been ex
pectod of a man whose egotism is out
of all proportion to his ability As
the Montgomery Advertiser well says
There is no reason for surprise in
connection with this Pershing affair
for it Is by no means the first per
formance of the kind No President
has ever had more to say about a
square deal and few have so thor
ougly disregarded it The appoint
ments or advancement of Grant and
Wood and Mills and Funston and oth
ers we might name afford ample evi
dence of that fact that Roosevelt re
wards his favorites the army wita
out regard to their services and ap
parently indifferent to the gross in
justice of jumping an officer over the
heads of scores who are not only tn
t e line of promotion but who are far
more entitled to it as an act of justice
and for the good of the service tha
is the one thus singled out
No one need be at all surprised to
learn that there are some politics
in this little Pershing deal
The captain or rather brigadier
general is a soninlaw of Senator
Warren of Wyoming an when It is
esaid that Senator Warren is chairman
of the Senate committee on military
affairs the sort of milk contained in
this little presidential cocoariut may i
readily be imagined
I President Roosevelt has had a good
i deal to say about purity In politics
and giving every man a square deal
but if he can come no nearer the mark
than this he should lose no time in
