A movement havingas its object
the beautifying of Pensacola was in
augurated yesterday afternoon at a
well attended meeting of prominent
ladies and gentlemen at the Y M C
AL when the Civic League was organ
ized Much interest and enthusiasm
was displayed bv hosen attend
ance which insures the success of the
work to be undertaken
Mrs Florida Sheppard was elected
temporary chairman of the meeting
and there was a general discussion of
the objects of the association and
whether or not the leagu can accom
plish what is desired that of beauti
fying streets and parks encouraging
tree planting and obtaining a corn

wrong impression as to my intentions

was susceptible of but one construc
tion namely to diregard the orders
of my superiors and do as I pleased
Such construction can be given to my
conduct only upon the ground that 1

until I was actually advised that ny
application had actually bran approv
ed but such a construction would not
only be at variance from my conduct
and intention as evinced by my mak
ing application for the qua i leave of
absence to be enJor < ed and forward
ed by Major Brown but also would
have for its basis the bare technical
ity tat I was absenting Irs lf with
out leave that is without the actual
approval by the governor of the orig
inal application If I had such inten
tion it is not reasonable to suppose
that I would have written tne appli
cation or have taken the precaution

Relieved of Arrest
I remained under arrest contin
ued Capt Flournoy for about eight
days wTien I was relieved by wire
from the adjutant general Until so
relieved I obeyed the arrest as implic
itly and as consistently as I have al
ways stood by my superiors Had 1
been in camp I would have remained
in quarters but being at the post of
the command I went to and from my
residence only for the ourpose of ur
gent business and bv cnc most direct
route 1 denied myself absolutely
from any social or pleasure entertain
ment True it is I visited Pensacola
once but it was upon business un
avoidable and returned immediatelv
and in doing this I feel that I care
fully observed the laws and regula
tions governing such eases I did
this not because I felt I had done
wrong or violated any orders of my
superiors for I felt then andtil1
feel that I have not but i was be
cause of my desire to obey orders in
order that I siigat set the proper ex
ample to the enlisted men
Indeed if I ave any hobby it is
an effort by both precept and example
to train the young men under my
command how to obey orders be po
lite tell the truth and to instill into
them the necessary elements of dis
cipline which if followed will quick
er than any other training change
the crudeness of the untrained re

tleman That which prompts me to
be an officer of the state troops is to
do what I can to bring to the young
men some influence which will make
of them better men and citizens and
also because I believe we should be
patriotic enough to make sufficient
sacrifice to encourage In every possi

Deeply Regrets It
Of course I deeply regret the oc
currence and the situation I fear
that it will have a tendency to cause
a breach in the esteem and friendly
relations between the adjutant gen
eral and myself but I am strongly of
the view that when the adjutant gen
eral reviews the matter the impres
sion which he as in some manner got
ten will be removed and that his con
ception of my intentions will be in
harmony wita what my intentions
really were
It is to be regretted concluded
Capt Flournoy that some of the
young men created some slight dis
order in entraining to return home
This of course detracts from the
standard of the state troops and Is
not approved by them
