tion they had in reference to an ar

ing the sincerity of the senator in
his course on the income tax Neither
participants was injured as they were
separated by Senator Clapp Porto
Rican Commissioner Larrlnaga and a
number of senate employes and news
paper correspondents
A bitter attack upon the author ol
the article in the New York Times
charging that Senator 1 Bailey had
played into the hands of Senator Al
diicli by his course in demanding an
immediate vote on the income tax
amendment and had thus caused a
hjilit of forces in supporting the
amendment was made by Bailey on
the floor of the senate today He
not only asserted the writer of the
articles was an infamous liar but
he Js a miserable creature unfit to as
sociate with nonest men

tor language during his conversation

word of debate the senate this after
noon ppssed the Sloan antigambling
bill which cuts out horse racing and
track gambling in the state The
vote was eighteen to seven
The senate also passed the Hum
phries bill providing for the paroling
of state prisoners the Beard constitu
tional amendment removing the attor
ney general from the pardon board
the Cook constitutional amendment
relating to calling special terms of
court in murder cases the Williams
bill relating to the collection of claims
on lost damaged freight or express
and the Baker bill placing telegraph
companies under the jurisdiction of
the railroad commission
Today it passed eighteen bills and
killed ten

placed on dry pedestals by the gen
eral assembly of the Presbyterian
church today when their examples

of the report of the temperance com
mittee of the assembly The tem
perance report advocated far reaching
reforms which it is proposed to
achieve by memorials to confess

That the receipt of revenue in any
form from the liquor traffic be dis
continued
That the federal government shall
no longer issue liquor tax receipts in
prohibition territory
That Intenstate shipments of li
quor be discontinued
That a prohibitory zone 25 miles
in width be established around every
Indian reservation
That the mails be closed to the ad
vertisins or the distribution of liquor

voted in the main to the deep water
way survey made by the special engi
neers authorized to make the survey
fund the subject will be taken up
again next Monday By Tuesday it
is hoped tae report will be ready
to be submitted Unl ss the secretary
is ready to report to congress no
statement will be made as to the find
ings reached in the matter

EVIL REPORTS CIRCULATED
Owing to the Pct that the Ever
glades are very inaccessible personal
financial interests prompt the circu
lation of false reports or statements
which in a large measure accounts
for the misinformation and prejudice
now existing with reference to the
Everglades and believing that the im
portance of this matter justifies your
committee in Its effort to give you full
and accurate information as far as
possible considering the time devoted
to the work we feel justified in pre
I senting you with the information
i above set out though it be a little long
and possibly tedious However we
i think it is correct and reliable in de
I tail and it is our opinion that it is a
I matter of so much interest and im
portance to the state of Florida that
every means should be exerted to in
form our people as to the facts and so
enlist the cooperation of every citi
zen of the state in preserving and re I
taining what is left to them of this
vast and invaluable domain
It is our opinion that if after rea
sonable development of these glades
the federal government is made ac
quainted with the facts in this case
and the advantages to be derived from
making a canal from Jupiter or hills
boro inlets on the east coast thence
to Lake Okeechobee and down the
Caloosahatchee river to its mouth on
the west coast its cooperation can
be easily obtained thus furnishing a
public highway from ocean to gulf
which will be the pride of every
Floridian and the wonder and admira
tion of the world i I
NOW WORTH MILLIONS
If the government lands were sold
at the price now prevailing which we
do not advise a vast sum of money
could be obtained aggregating mil
lions for the state of Florida and
besides this if a good system of irri
gation be established based upon
sound business principles and this
I right be reserved In all sales of land
an annual income of from two to four i
millions of dollars may be obtained I I
from irrigation alone and then fur
nish land owners water for irrigation
cheaper by far than any has ever
I been furnished up to this time
We suggest that the remaining I
jtate lands be sold only in small par I
eels and then sold only to actual set
tlers and cultivators and that none be
sold now or in the near future unless
for drainage purposes for two rea
sons First you do not desire to
bring the state lands in competition
I vith lands sold in bulk and second
you want when sold to get much
better prices because of the en
hanced values by reason of the comI
i pletion of the drainage work I
I AWARD CONTRACTS FOR WORK
I We recommend to the trustees that
they push with all possible dispatch
the work on the glades and if pos
sible let several of these canals on I
contract to reliable and responsible
bidders who should be required under
havy bond to do the work under their
supervision and in exact accordance
with the contract besides a deposit
of a good bonus as an evidence of
good faith

good suction dredge furnished with
a dipper for light work which must
be used to clear out the dams and

idea of calling an extra session has
never even entered my mind said
Governor Gilchrist this morning I
can see no need of an extra session
and so far as I am concerned there
is no foundation for such rumors
The session talk has made its
bi rnIal appearance and Is vaguely
floating through the air but the state
ment made by the governor puts it
all at rest Governor Gilchrist when
questioned replied frankly and straight
to the point that such rumors are not
authoritative

the income tax in advance of the tariff
schedules

standard test from the tariff schedule
and lowering the duty on refined sugar
from 190 cents per pound to 18212

Atlanta Ga May 27 Interest in
the Georgia railroad strike centered
tonight in the starting of ten trains
tomorrow morning carrying mall only
There will be twelve crews handling
the ten trains Ten of the firemen
marked up for the trips are negroes
The other two are white men who
are not members of the firemens
brotherhood The mall clerks will
all be negroes Postofllce inspectors
will accompany each train This an
nouncement was made tonight fol
lowing the conference between George
M Sutton inspector in charge and
United States District Attorney Tate
This action was not taken because
we are apprehensive of trouble said
Sutton but it is deemed wise to
nave experienced inspectors accom
pany each of the trains for the pur
pose of making observation
This action on the part of the pos
tal department Is regarded as signi
fieant as the inspectors In reality are
peace officers and in case any act of
violence affecting the mails should be
onunitted In their presence their
authority will be practically the same
as that of deputy United States mar
shals

relief before the legislature last night
was giving away liquor In one of Lhe
house committee rooms Representa
tive Light of Marion sprung a sensa
tion In the house this mornipffwner
he introduced a strong resolution
The house was in session last night
until 2 oclock in the morning fighc
ing over the Jacksonville charter bill
and the resolution alleges that there
was so much disorder that the stir
peantatarms had to be called upor
to quiet things It further sets ibnl
that the door of a committee room
wns fastened so it could not b ri
tered from the hall and that within

After three days of almost con
tinuous work in the committee of tin

wind storms Mississippi and Arkan
sas seems to have suffered most The
Arkansas river Is flooding the sur
rounding country and flood warnings
have been sent out that other rivers

been almost totally destroyed while
