Tom Johnson was one -of the coun- l try's great men and It is a pity that we have not more like him. ' Hla work as a member of congress aid as mayor o' Cleveland gave him a nation-wide reputation and he left j those offices with a record of accom- --yllshment such as few men can boast. But whether In office or out of It. ' Tom Johnson was a restless, persistent, and aggressive agitator for progressive policies and civic righteousness and hla work and agitation to those ends have left the world an Infinite gainer from his having lived. The policy with which his name Is most prominently Identified was the three-cent street car fare proposition for. Cleveland. Mr. Johnson failed In the end to establish and mantaln the three-cent rate, but the light he shed on the street car busi ness and the fight he led for public . control of the business left the people ef Cleveland in a position to deal with this Important question which they could never have assumed had It not . been for his leadership. The most striking characteristic of Tom Johnson's life was his utter in difference to his own personal welfare. Vith an ability to have made himself many times a millionaire, he repeatedly -sacrificed his personal fortunes In the Interest of the public good. ,. Whether or not we may agree with eJl of Tom Johnson's policies none can " deny that he was a good and a great -man and that his life, in striking con trast to so many men of similar ability but of different purpose, was devoted "to his fellow-man to a degree seldom surpassed In the work of the world's great characters. More Voting Places Are Necessary. In accordance with its annual cus tom, following either a city or county primary. The Journal again calls at tention to the necessity for more voting precincts In Pensacola. It ought not to be necessary to do this every year, but The Journal always finds It so and consequently must again perform its duty In that respect. There were 2180 ballots, cast for mayor In Tuesday's primary. Each ballot had 78 names on It and It was not an unusually long ballot at that. There were 11 voting places which made approximately 200 votes In each place. This would not be so bad had the voters been thus equally divided, but in five of these precincts there were over 200 votes and In one of . them the number was nearly 500. "What Inspector wants to spend all flay In a voting place and then nil night and part of the next day count ing ballots in the same place? What inspector also can do this and Crake an accurate count? The whole thing is absurd. There ught to be at least 25 voting places in the city of Pensacola and in no case should there be more than 100 votes apportioned to any one precinct. Before the elections of next year are held, the county comlmssloners should divide these city precincts and ehouid do it properly. There has Just come to The Journal's exchange., table a little book by Dr. Hiram Byrd, assistant state health of ficer, dealing with the Hookworm Dis ease. The book contains 70 pages, is illustrated, and is altogether the most complete, and. at the same time, most easily understood discussion of the hookworm that we have seen. The attention which the state board of health Is giving to the hookworm subject is very gratifying Indeed. The disease Is one which prevails generally throughout the rural districts of Flor Ida, but it is one of the easiest of all diseases to handle. The treatment Is simple and Inex pensive. A little thymol followed by epsom salts and the work is done. No excuse exists anywhere for a contin uance of the disease. Hearst's desire to come back to the fold does not set well with the Mont gomery Advertiser and we might add with a good many other Democratic papers, but as lonsc as we have the welcome sign on the outside anyone, no matter how degenerate, will be given admittance. Our opinion of Hearst wouldn't look well in print, but when we studied the Sunday school lessons we were taught the worst sin ners sometimes repent. ' This may be the case with Hearst. I think it right and proper to give expression to my feelings concerning your message to the Florida legislature, which mes sage it has been my pleasure to finish reading this day. "I desire to say that. In my humble opinion, this message shows that you have given a careful study of the conditions that we are battling with at the present time; the things that are closest to our everyday life; the matters pertaining to our very exist ence. "Your criticism of the practice and procedure of the courts of our state seems to be well founded. It is a sad commentary on our system of Juris prudence that so many of our law yers and Judges haVe been trained up in the narrow way of a technical le gal education devoid of the power of reasoning and1 the knowledge of com mon sense. . "I congratulate and commend that you for your plain and frank expres slons on the affairs of state, and I trust that our legislature, now in ses sion, will be benefitted by your sug gestions and counsel." Another Letter. The governor today also received from one of the leading lawyers of central Florida a letter in which the following allusions were made to the biennial message which the governor sent to the Florida legislature last Tuesday: "It appeals to me as being one of the ablest documents of this kind ever sent to the legislature of this state. "I hope I will not appear too person al when I say that this message Is re plete with information every Intelli gent citizen of this state should pos sess, and, but for your painstaking care, they could not acquire. Your re marks about female education must meet the unqualified approbation of every right thinking person, and the economy practiced by the present ad ministration is certainly gratifying to the tax-payers. Of course, all of us want the laws duly ezecuted, and no one should be deprived of lif liberty or property without 'due process of law,' and that is not where the trouble lies. The difficulty grows out of the narrow and technical construction the courts seem to have fallen Into when consid ering this matter. There should be some way devised whereby the merits of a controversy may be brought speedily before the court and deter mined according to the Justioe of each Individual case, and an end put to the litigation. Jut how this should be done, is a problem, but the sugges tions made In the message, if intel ligently carried out. would go far to relieve what Is now a moet deplorable sltaution. I quite agree with you on this subject. There is too much cir cumlocution and too many technical quibbles In our present methods of procedure, and these matters often becloud the real Issue and defeat the real ends of Justice.
