At this stage of human affairs there is a deplorable percentage of the masses in a vain struggle to make ends meet with noses on the grindstone and wolf at the door. Many who clamor for more work and higher wages, would be fortun ate to have been brought up under rigid discipline in management and economy. Precious pennies may be easily saved when'mighty dollars are hard lo earn. The crafty merchant knows that goods well bought are half sold. Dont allow a nickle to pass from your pocket-book .without taking bids, as it were, for its greatest pur chasing power. A bill to prohibit the export of 6hips also their chartering except by Government consent has just passed both Chambers of the Dutch Parliament, where it met with no serious opposition. Holland's supply of essential nec essities from overseas has been en dangered, for in present circumstances she is forced to depend practically entirely on her own merchant fleet, and Dutch shipowners have been tempted by fancy prices and safer waters elsewhere to charter their boats for entirely foreign services, as, for instance, in the traffic New York-Marseilles, New York-Australia, Chile-North America and North South America. Even of the Duich ships which do continue to trade to home ports a goodly proportion are engaged in supplying Belgium, through the Commission for Relief in Belgium. Moreover, the longer average voyages owing to the clos ing of the Baltic and Black Seas, and the increased length of the voy age to the Far East round the Cape of Good Hope, have all contributed to decrease shipping room. 1 V';- 4 - ' !
