The war situation was a dominating note at the convention and it was addressed by Major General Leonard Wood and Pomeroy Burton, managing editor of the London Mail- Both urged an awakening in America to a realiza tion of the magnitude of the war, and cooperation on the part of all the citizens that it may be brought to on early end. C., stationed at Barran cas, returned to the fort Wednesday and gave himself up to the military authorities, according to official an nouncement made yesterday. No disposition has yet been made of the case, but under the rules of the service he is subject to court martial. It is stated that the fact that he vol untarily gave himself up will prob ably act as an extenuating circum stance, and whatever penalty is im posed, will be lighter on that ac count, than would otherwise be the case. Logsbos first appeared at the re cruiting station, and stated that he wished to give himself up, as he left the service three years ago, without permission, though he did not desert. That will be a point left to the court to decide. The recruiting station, simply instructed him to go to the fori, where he was formerly enlisted, and gave himself up there.
