The United States regards China's protest against the agreement with Japan as bein, in the nature of a declaration of principle and not necessarily calling for a reply from this government. The Dutch steamship on which Count von Luxburg, the fromer German minister to Argentina has encaged passage back to Europe, was stopped on her voyage between Rio Janeiro and Montevideo by a British warship. British soldiers went on board ves sel and after examining the docu ments found there, seized some of them. The Urugayan government has forbidden the passengers on the Dutch vessel to debark at Monte viedo. Among those on board are the Cuban minister to Argentina and the Cuban minister to Uruguay. CLOSED SEASON ON MULLET OPERATIVE ONfflfiFTEW After Nov. 21 it will be unlawful to catch mullet from the waters of Pnsacola bay or from Florida wa ters generally, and the shell fish cominiisioner, in ft circular covering this subject, has issued a self-explanatory circular, a copy of which is as follows: LETTER OF COMMI SSIONER. In view of the food situation throughout the world and our patrio tic duty to conserve as much as pos sible, local food and such food as is most abundant and at our own door and least suited for transportation of Ion? distance, I urge upon the citizens of the State of Florida, that as many heads of families and as many of those who feed the public, as can ar range so to do, at once arrange to procure before November 21st as large a quantity of salt, Imoked, pickled and otherwise cured mullet roe as they can use. This constitutes a cheap, palatable and nutritious food. After November 20th, it is unlawful for any person in Florida to receive into their posses sion any such fish or roe, but he may keep for his own use or family use a sufficient quantity for that purpose. After that time, those having such fish or roe on hand for sale must dispose of them within ten days and as no person in Florida can h&ve them they wilt go to neighboring states. A large shipment of turkeys, mincemeat, cranberries, nuts, raisins, oranges and sweet potatoes for the Thanksgiving dinner of the American soldiers has arrived in France. It will be distributed among the various instruction centers and villages where troops are billeted Other shipments will follow. REPORT KORNILOFF REACHED PETROGRAD. Stockholm, Nov. 13. General Kor niloff has entered Petrograd, where the entire garrison except the sailors went over to hi9 side, according to a Petrograd dispatch to the Social Dem akraten, under Monday's date. There was sanguinary fighting on the Nev sky Prospekt, says the dispatch, and the Bolsheviki failed to hold even the workingmen's quarter of the city. The foreign ambassadors, the mes- sage reports, are now in communica tion with General Korniloff. Stone, head o! the engineers organization has re fused to participate in the demands, on the ground that it would be un wise at the present time to agitate a railroad strike. Mr. Stone is a prominent member of one of the ad vistory bodies of the council of na tional defense. Lee president of the brotherhood of trainmen when asked what position the trainmen would take in reference to agreeing to arbitrate all questions of controversy during the war, de clined to discuss the subject until af ter the meeting with President Wil son. He intimated strongly, how ever, that his organization was un qualifiedly opposed to the plan of ar bitration provided for In the New lands law. LOCAL RAILROADMEN AFFECTED BY STRIKE 1 According to local railroadmen, the strike will be felt in this city if it is not averted, it was stated yesterday Conductors here, it was claimed, are members of the 0. R. C, and other classes of the organizations which would be affected by the walkout or der, but so far as local conditions are concerned, the best of feeling exists between the company and employe and the latter are not given much to public expression of their opinions, so far as could be learned last niht.
