BY GEORGE II. MANNING. "Washington, Sept. 29. Senator Fle tcher today gave his views as follows, with reference to the fixing of the price of cotton: ,"I feel no anxiety at all about the speculator or. the manipulator. I am not greatly agitated about the interests of the sp!nners, whose- chief desire is to get the staple as cheaply as pos sible. But ray heart goes out to the man who i toillnR 12 hours a day, t"kine all the chances of seasons, boll weevil, high prices of material, fertilizer, etc., and by his toil and ef forts is actually producing the raw cotton. "Ktfrs have alreadv been taken look- ir.fr to the fixing of the price- of cotton, and while it is unfortunate that this has produced a depression in the mar ket, this effect was inevitable. I do not know but that I disagre with those who consider this act of the depart ment as greatly harmful to the pro ducers. "Let us take the following into con sideration: "1. The farmer never has received for cotton Its real value. Whenever the price went to a point that ' was approaching the fair and reasonable, the cotton had passed from the hands of the producers who had been com pelled to sell on a market where man ipulators, foreign interests and every other interest had been at work to bear' it. Government Is FaV "2. We have no reason to believe that the government of the United States will be disposed to crush, oppress or discourag-e the producer of cotton. In all the price-fixing so far done by the Government, lit has not only been fair but generous to the producer. Why should it depart from this policy In the present ease? "Z. The price which the Government will eventually fix for- cotton will be more favorable -than, that which the various antagonistic and adverse in terests would fix as they have done in the past, and when the grower knows exactly what the price is, he. will ba able to resist the methods, importuni ties and demands of those who wish to force him to sell his cotton. Urges Acquiescence "If I am correct in this view, the sooner the price is fixed by the gov ernment the better for all concerned, and I would urge as of first impor tance, acquiescence in the orders al ready made, and the furnishing of ac curate information which will enable the price-Axing committee to fix the price of cotton, both short staple and sea island, on a fair and just basis, and that as soon as possible. "My advice to cotton growers is to hold their cotton and refuse to become panic stricken, or to be driven by fear , or threat into selling until the market becomes stable."
