Senator Johnson declared that the senate acknowledged, by its refusal to publish the resolution and vote expla nation, its fear that the bill might be declared unconstitutional for the want of the advertisement required by law. He said the proper course was to pub lish these things in the record, for the contention had been made that the signing of a petition by some 85 per cent of the voters of Leon county in favor of the bill had been suffi cient advertisement of the intention to pass it. "They should take the position that the bill was advertised through this petition and that there fore they . have no fear of what the journal may or may not show," said he. "You can't rub these facts out. There were a hundred people In the galleries and the senate chamber yes terday who heard th discussion and the admission that the bill had not been advertised. The openilng- offering of the Pensa cola High School commencement week was the comic opera "Behind the Front," given at the high school audi torium last night before a large and appreciative audience. Shortly after eight o'clock, at the close of the opening .overture, the cur tain went 'up ' presenting to view the members of the chorus., The young ladies were arrayed in Red Cross uni forms and the garb of French maidens. The scene represented the lawn of a French town. . From the beginning to the end, the principals and chorus kept the audience in a happy frame of mind as was evi denced by the unstinted applause. The work of the , principals was of such high order that . it would be difficult to say which was best. . : On the whole the performance was very pleasing and many congratulatory remarks were heard from the audience at the close. The opera will be re peated this evening and the young peo ple deserve a second crowded house. GERMAN U-BOAT LEAVES TODAY FOR QUEEN CITY The German submarine TJB-88 will leave Central wharf at seven o'clock this morning for - Mobile. FREIGHT CAR OF FISH BARRELS IS PARTIALL YBURNED A large B. & O. freight car loaded with an extra grade of fish barrels consigned to the Warren Fish Co., was discovered on fire near the Bay len street dock about five o'clock yesterday afternoon. The fire depart ment extinguished the blaze with the loss of about 50 barrels and compara tively small damage to the car. The cause of the fire was not known, but it was conjectured to be due to fric tion. A representative of the . K. lArmacost, machinist mate, both of the naval air , station, were more or less painfully bruised and - otherwise injured and two women, whose names were not obtainable, early, this morn ing, were slightly injured as a result of an automobile accident out on the Baars road shortly .after midnight. It is not thought that ;the injuries of any of the parties .are dangerous. , The two men were ' carried to th Pensacola Hospital where they were attended by Dr. Hutchins, while the women were able to be taken to their homes, it is reported. The accident is said to have been due to' a crash as the result of one of the auto tires running-off. Commenting upon the results of its policy of allowing rate increases to public utilities to permit them to meet the advancing costs of operation, the public service commission of Missouri, in its annual report for the year end ing November 30, 1918, says: The rates of the upblic serv ice companies having been fixed by statute, franchise ordinances, or commission orders, prior to the war, so as to allow only pre war expenses and a limited re turn on the investment, it is ap parent that they could not se-.. cure the necessary labor, mater ials -and supplies with which to serve the public at war prices without also an increase of their rates, and the commission, real izing the necessity of service to the public by the railroads, ex press companies, street railroads, ' telegraph and telephone com panies, electric ' light, gas, water and heating companies of the state, has granted increased . rates to such utilities whenever it has appeared after investiga tion that the same were neces sary to enable the utilities to Serve the public. As a result of the commission's orders, the utilities of this state have been able to grant better wages to. their employes," espe cially in the large cities, . and the public has continued to re ceive Service which was essen tial not only to the. successful prosecution, of the" war, but to the business, comfort .and con venience of the people; and if further proof of ' the wisdom of . our policy in keeping the utilities going were needed, it will be found In the fact that the presi dent of the United States, the secretary of the treasury, , and the comptroller of currency have issued a special appeal to the state commissions and local authorities to treat these utili ties fairly . and maintain them at their maximum efficiency as a part of our national equip ment for the prosecution of the war. . , . ' Had not the commission ' per mitted the utilities to raise their rates to meet the increased cost of operation, there, would have been curtailment of service and receivership for utilities in many parts of the. state, with large - receivership expenses and even higher rates to. be paid by the public, and - it was much better for the public that the commission . should grant the necessary increases in rates.
