JOSEPH BY HERBERT FELKEL. Tallahassee, May 30. Senator Oli ver secured passage of a concurrent resolution providing for the appoint ment of a committee of two, one sen ator and one representative, to in vestigate the matter of erecting a monument on the exact site of Jie adoption of the constitution of the territory of Florida, at St. Joseph, Calhoun county, in 1838. The resolution was immediately certified to the house" on; "motion of the author, but the president -of the senate and speaker of the house have not, as yet, named the committee. The preamble of the resolution cites the fact "that the town of St. Joseph was dissolved about the year 1845, that the town of Port. Redfleld. and Sec- j " retary of Labor, W. B. Wilson. The following is the letter from the Sec retaries outlining the situation: DEPARTMENT OF COMMERCE Washington, X. C, May 15,1919. ' Dear Mr. President: The Electric Railway problem to -which your attention has been call- -ed on several occasions has recent ly assumed such serious national ' proportions as to warrant tho i; prompt attention of the Federal Government. Already fifty or more : urban systems representing a con siderable percentage of the total electric railway mileage of the country are in the hands of receiv ers. The communities affected are among the most important New ; Tork, Providence, Buffalo, New Or leans, Denver, St. Louis, Birming ham, Montgomery, Pittsburg; Mem phis, Ft. Wayne, Des ..Moines. St. Paui Spokane, Chattanooga. .. Other large systems-are on the verge of insolency, for the industry as a while is virtually bankrupt. The continued shrinkage in the value of hundreds of millions of electrict railway securities held by, ' savings banks, national banks, life . insurance companies and by the public at large threatens to em barrass the nation's financial poera tion. Further more, the withdraw al of this industry's buying power, which is said to rank third In mag nitude involves the unsettlement of collateral industries, naturally en tailing labor dislocation that will affeot hundred thousands of em- ployees. The return to normal cnoditions Is being hampered and the efforts of the Government to avert strained conditions in finance, labor and commerce are being less fruitful of satisfactory results than should be expected, if some solution of the electric railway problem were in view. ' What the solution is, may, we believe, be envoi ved by a thorough investigatino of general franchise and operating conditions in their re lation tprates. Including service-at-cost plans, state and municipal ' taxation,-local paving requirements, and internal economics that may be effected. We,' therefore, propose and rec ommend the appointment by you of a Federal Board of Commis sion, whose duty it shall be to study and report that the State and Municipal, authorities and others concerned may have the benefit of full information and of any con elusions or recommendations that may be formulated, such a study will, in our opinion, exert a helpful and constructive force in this criti cal period of the industry's exist ence, and wil laid in the readjust ment. If you would make such an appointment before June, 30th, your Contingency Fund could be used to defray the expenses, which would be about 510,000. The National Association of State Commissioners has always ' invited ; Federal aid in this matter and the ' recent Conference of Governors and Mayors adopted a resolution 'recom- mending Federal consideration of the problem of preventing the fi nancial disaster threatening this in- dustry. . We propose that such a commis sion shall be made up of one rep resentative of each of the following groupes: A Treasury Department of War Fi- ; nance Corporation; Department of Commerce; Department-of Labor; National Association of State Com missioners; American Cities League of Mayors; Amalgamated Associa tion of Street and Electric Railway Employees: American Electric Rail way Association of America.
