BECK HAS RETURNED FROM SECRETARIES MEET An optimism that bespeaks a gret wave of prosperity and a hujra vol ume of post-war trade throughout the south marked the spirit of the meet ing of southern commercial secretaries In AtUnta. last week, according to Mrs. A. R. Beck, secretary of the local chambor, who represented Fensacola at the meeting, which lasted through three cays. She returned yesterday. Mrs. Beck attended Some cf the sessions of the good road commissioners, held in the Georgia city following the meeting of the sec retaries. During its all day grind of Saturday the senate passed under waiver of the rules the McLeod bill relating to the destruc tion of confiscated liquors, giving the sheriffs authority to destroy what they have on hand and otherwise clearifying the present law. By a vote of 21 to 2. the senate passed the house bill by Mr. Wood ruff, to amend section 1271, general Statutes, relating to analysis of fer tilizer by the state chemist, method of procuring samples, etc. An amend ment prescribing a certain kind of instrument for obtaining samples from the sacks of fertilizer was voted down after Senator Singletary said the amendment would result in the farm er -being unable to have fertilizer analyzed at all. The Hughlett bill relating to the creation of Everglades drainage dis tricts wholly or partially within the Everglades drainage district, was slightly amended and passed. The senate also passed the Mar shall house bill to legalize and vali date all land surveys, field notes, maps and plates thereof, made under direction of the chief drainage en gineer. The Wicker house bill relating tq pensions, enabling the state comp troller to put into effect the general pension bill already passed, correcting certain inconsistencies and to make the 1Q19 pension act effective July 1, without increasing the millage, pass ed the senate. After it had been amended to ex empt any island in Biscayne Bay, Senator Hughlett suceeded in passinj through the senate Saturday the Wat son house bill to grant certain water front riparian rights and submerged lands in Biscayne Bay, east of the city of Miami, to the city. Senator Mac Williams added the amendment over the protests of Senator Hugh lett, the former claiming that he was afraid the bill in its original shape would complicate the property rights situation, reecntly settled by the opinion of the supreme court in the Brickell case. The house bill by Mr. Mathis to amend section 1392, general statutes, as amended by chapter 5902, acts of 1909, relating to challenge of Jurors, passed the senate with slight friend ly amendments. The house bill by Messrs. McKen zie and Tllghman, providing for the catching of herring, the. length of nets and size of meshes to be used and the time for catching in the St. John's river in Putnam county, which had been sent to a committee and reported favorably, passed the senate. It was originally on the local bill calendar, but objection was made on the ground that It was not strictly a local measure. The bill by Senator Andrews au thorizing - the secretary of state to furnish each member and attache of the legislature a bound copy of the journal of the house and senate for this session, was indefinitely post poned, because a similar bill which did not include the attaches bad been passed previously. The Hulley senate bill, Xo. 47T, was passed. Senator McLeod withdrew his bill seeking to amend section 5, chapter 8452, acts of 1905, relative to commer cial feeding stuffs. Senator Baker withdrew his com pulsory school attendance bill which had received an unfavorable report at the hands of the committee on education to which it had been re ferred. The senate passed the house bill by Mr. Glazier, No. 34, the ' same be ing an act to extend the present law relating to witnesses testifying in liquor cases to include evidence given in other criminal cases as welL The senate also passeu the house bill by Mr. Watson, providing a meth od of obtaining final discharge and settlement by executors and adminis trators and for the giving of notice thereof. The Baker senate bill making it the duty of the state board of health to make certain analyses and pro viding for expert testimony, passed Saturday. The Busto bill relating to the com pensation of the Monroe county solici tor, was indefinitely postponed when it reached the senate, because tha subject matter had been covered in a general bill. The house local bill protecting the fresh water fish of Jefferson county, was indefinitely postponed by the senate. The house bill providing for an open and closed season for squirrel hunting in Washington county, was passed after being amended In the senate to include Bay county. The house bill prescribing an open and. closed season for squirrel hunt ing in Holmes county wa amended in the senate to Include Walton coun ty and passed. A bill by Representative Busto pre scribing the hours all city employss of Key West must work, passed the senate. Senator Baker Saturdiiy passed through the senate the Wade house bill, No. 791, relative to the municipal powers Of the city of Orange Park, which measure, it is said, will result in the people there having the kin'J of impounding act they have so long sought. The Bynker bill from the house, amending the act which created Palm Beach county, which will result in Dade county having to pay Palm Beach county a debt of long standing, has passed the senate. The Marshall bill, No. 846, fixinr; the limit of time in which actions shall be brought to test the validity of tax sale certificates issued by the tax. collector of Broward county, wa-j referred to judiciary B, of the sen ate. The house bill by Mr. Bunker to pay certain damages resulting from floods in the Lake Worth drainage district, Palm Beach county, was read a sec ond time and went to the calendar of bills on second reading, objection to waiving the rules and passing th; bill at that time being made on the ground that it was not constitutional Mr. Wisler Cured of.
