Now-that the Surgeon General of the Public Health Service has put' the question of a leper colony on , a Flor ida island squarely before the doctors of the etate, it behooves all of us to t Lid out more about the disease as It exists at present in the United States, and incidentally, in various parts of the world. Everybody knows that lep rosy is a very old disease, " as prac tically no record of any ancient coun try is complete without some' refer ence to this horrible disease. -, In comparison with other diseases, lerrosy is extremely slow . in .develop ment. While yellow fever may cause death in 48 hours, it- requires no less than three years for the first .signs of leprosy to show . themselves after any suspicious contact,' and some cases are believed to go through an incuba tion period of ten or fifteen , years. Children born of lepers, do, not show the first sign of the disease.until after they are three years old. 'Consump tion Is about the slowest-acting, dis ease we meet with in everyday life. Yet after'its onset it usually is fatal in three or your years, unless 'cured' in the first stage. : ;: ' w ' t ' Leprosy looks somewhat like tuber culosis of the skin in the formation bt lumpy tumors. After many year3 these tumors break down and ulcer- Ate. In another type of the disease ' the first attack is on : . the nerves, tthey swell up and gradually, lead to & complete loss of feeling in the parts to which the affected nerves go. This . Is called the "anesthetic" . type. In time thi3 leads to crippling deformi ties of the hands of other extremities, fo that the hands look - like bird's :laws. In the later development of this tvne the f ineers and - toes drop ff. In other cases, both types . of the disease are mingled, thus show !fig that it is all one disease. Wit never appeared in Europe until e Crusaders brought it .back with Ahem during the Middle Ages. Then It spread so rapidly in Europe that many towns ha'I to build special leper hospitals. Thus it is stated that in 1225 in France, during the reign of liouis VIII, there were no less than J.000 of these institutions. The fact that there are now 450 million people In Europe shows that they must have downed the epidemics by such insula tion and care as they could give. And that Is the important thing. Among all of the more civilized people who consider the welfare of the neigh bor, the disease is not of such a se vere type, as in those, countries where life is considered so cheap that few seem to care what happens to the fet. ..... It is the same old story as has been so amply proven in the care of the Insane during the past five centuries. In former times when a person be , came mentally afflicted he was said to be "possessed of demons," and the then existing state of Christianity al- lowed the friends and relatives to scourge the poor victims with whips, and to chain them fast in cold, dark dungeons, or else put them to death quickly as a means of fighting the "demon." Our attitude towards . consumptives la changing so rapidly In modern times that one state Is racing with another In the effort to build more and more tip-to-date hospitals for them, in order to protect the well from the sick. This Is becoming .a public duty rather than a mere family care and affliction. And now that our most prominent sani tarians are announcing that consump tion can't be cured until we cure the poverty that underlies it, our econo mists' are boldly facing The proposition f curing the great POVERTY DIS EASE. Microbes are great social levellers. In the slow painful lesson of the ages we. have learned that no town can enjoy health unless the people living In the next town are fairly prosper ous and healthy. . We have found that t we want to remain well ourselves and have .healthy; wives and children, that we must look after" the 'poorest and .lowliest, members- of the com munty. "Thus'an enlightened self-interest compels us ,to do what our Chris tian 6pirit demands Iff the name of charity and religion. . . ; ''-'" ' , In the state of ".Virginia; a special commission . of . sanitary experts was appointed by "the governor in pursu ance . to an act of, the legislature in 1914. ' This ' commission reported in 1915, that . thet seven largest cities of Virginia were so overloaded with con sumption that the death rate was far higher than in' other, cities in' other states.' Likewise they , found- that the negroes suffered ' about three times, as many deaths in proportion to the pop ulation as white . in ' the same cities. In one city it", was even 3 Jto on l.! Servant girls, nurse, maids and ccoks were "found to be so heavily infected with consumption as to be an urgent danger to. the white families in which ' they worked. - Therefore they report ed .'that: the, only way to .lessen . the consumption danger among whites was o cure the negro population if possi ble. ..They, recommended the enforce ment of better housing for the poor, better. food, better care, an education al campaign in health- matters, and free sanitarium treatment for the. poor. ' ' '.- ; - '' " We will have to apply the , same principle to "all the infectious and con tagious diseases. If we want to ; build an enduring civilization that we nay "be proud of,' and leave something for cur. children's benefit, we will nave to meet our "problems boldly, and correct the inhumanities and shams and faks and; pretenses that beset us now. And it will not do to shift all of this onto the shoulders of our elected authori ties. N They can . only .carry into . effect J the - expressed will of the majority. They can go no, farther or faster than we give, them ; authority to go. No progressive measure can be put thru without being backed up by public opinion. The United States is now responsi ble for at least four groups or colonies of lepers. The largest is in the Ha waiian Islands, : where one ... island is j set part for them. There are some In j the Philippine Islands. Besides we have one colony in Louisiana near New Orleans, and another among the Nor wegians in Minnesota. The best med ical opinion favors an outdoor life for lepers. Hence our national health ' experts naturally look to in 3 best out door climate where a. colony , would be the least harm to all concerned. Hence -the selection of a small island near the town of Cedar, tieys, cn the' west coast, about 55 miles southwest of Gainesville, and far away from large cities, would seem to be the best for all concerned. Under .proper sanitary precautions the transference 'of the Louisiana and Minnesota colonies should be no danger to the states tht-y have to pass through. After being set tled on an Island they can be no dan ger to any except those who are charged with ; their care. So why should any real estate promoters or candidates for office make a prrMt big noise about it! ' It is a plain humani tarian duty, and the less said about it the better it will commend . itself to non-Florldians, who may wish to cast their lot among us. willing to thoulder their part of . the white man's burden. Here it is well to close -with Kip- , ling's immortal lines: "Take up the White. Man's burden in patience to abide. To veil the threat of terror and check the show of pride.
