AN ORDINANCE TO BE ENTITLED An Ordinance to provide for the grading. paving and curbing and improvement of portions of Blount Street extending from Twelfth 12th Avenue to Twentieth C20th) Avenue, and of Twentieth (20th) Avenue extending from Blount Street to Lloyd Street. Be It Ordained by the Board of Commis sioners of the City of Pensacola: Section 1. That immediately upon adop tion of this ordinance the Board of Com missioners shall advertise by notice pub lished in each daily newspaper published In the City of Pensacola, twice a week for two consecutive weeks, in such form as they shall deem best for bids for the grading, paving, curbing and improving of the portions of Blount Street extend ing - from Twelfth (12th) Avenue to Twentieth (20th) Avenue and of Twen tieth ; (20th) Avenue extending from Blount Street to Lloyd Street, in accord ance with the plans and specifications therefor prepared by Frank Jarrett,'City Engineer, approved by this Board and which shall be kept on file in the office of' said Engineer for public inspection pending said advertisement. Section 2. That the payment for the improvements herein provided for shall be made partly in cash from the pro ceeds of the sale of Improvement Bonds of the City of Pensacola, heretofore is sued for such purpose and from money realized from the assessment of lots and parcels of land benefitted abutting the districts hereafter provided and in case of paving from money which may be re alized from Railroad companies having tracks within any such district, all in accordance with the provisions of Chap ter 60S3, Laws of Florida of 1909. Section 4. That the portions of streets herein designated as the streets to be im proved shall be divided into assessment districts as follows: The area contained between two op posite blocks and the areas adjoining the same and contained in the tria.ifles formed by lines Joining opposite corners of the two blocks which are intersected by said portions of streets and intersect ing diagonal lines drawn from the cor ners of such opposite blocks to the cor ners diagonally opposite of the nearest blocks on the same street. Section 6. That upon the completion of said improvement in said district the Board of Commissioners- snail ascertain the total cost of such improvement and apportion the same between the City and each of the parcels of land, or lots, and the railroad, or railroads, against which the same assessable ana snail issue a negotiable certificate as to each lot, or parcel of land, and the portion of railroad in said district which shall be payable as i is hereafter provided. Section 7. That the Board of Commis sioners shall Issue from time to time as may be necessary Special Improvement Bonds for the purpose of paying the sums payable by lots, or parcels of land, or railroads,-as evidenced by said negotiable certificates, as aforesaid, less the amount thereof which shall e paid in casn witn in thirty days after the date of said cer tificate. That the form of said bonds and cou pons shall bo substantially as provided by Section 8 of the ordinance "Providing for the Grading, Paving and Curbing of Certain Streets in the City of Pensacola, Florida, approved April 28. 1909." Section 8.
