The dail eire ann, the Sinn Fein parliament In the minds of an overwhelming ma jority of the Irish people, continues as; the dominant the only legitimate authority In Ireland. It is treated as an authoritative body. None of the municipal or county bodies "which pledged allegiance to it have with drawn from that position. The dail eireann's instructions are obeyed by these subsidiary bodies an,d all dealings with the Irish local gov ernment board, which represents the British government, are barred. For this reason the board Is unable to make its customary audit of county and city accounts. The result is In creasing difficulty In every district. "Rate," or tax, collectors are faced i with two sets of instructions one from British government represents -i tives, or the local government board, the other from local Sinn Fein auth ority. A king's bench decree, designed to compel these collectors to obey the law, has been unavailing. Obedience of crown instructions', in many cases, would doubtless bring severe punish ment, if not death, to the collector. Tax collecting, needless to say, is not brisk. The balances in local treas uries are proving insufficient to en able authorities to maintain public in stitutions. In Sligo, banks have re fused to permit overdrafts ,and there is no money to pay the contractors who are therefore withdrawing their services. Patients In hospitals are without sufficient food and the In mates of the poor house are in a similar plight. The chairman of the board of alder men approved the suggestion of dial eireann that leading business men of the city be asked to advance 60 pounds each to relieve the situation, but there was no response. . In Queens county, the greater part of the taxes of the county, amounting to about 60,000 pounds, remains un collected,' and the resources of the county are exhausted, involving seri ous consequences to the lunatic asy lum and several hospitals. The coun ty council at its meeting resolved to ask the advice of the dail eireann. They have, no doubt of Its ability to meet, and are willingto act upon its instructions. At Bray, an important seaside sub urb within 12 miles of Dublin, an at tempt was made by a member of the town council to get out of financial troubles by rescinding a resolution acknowledging allegiance to dail eire ann, but he did not find a seconder.
