of $30,000,000 Panama Canal 2

as the time allotted by the treasury
department for receiving subscriptions

According to unofficial re
ports, the subscriptions are already
far in excess of the amount to be is
sued, despite the fact that the bonds
will command a premium and will
bear only 2 per cent, interest.
The bonds will be dated November
1, 1908, thus making this a new issue,
and Interest will begin as of that date.
They will mature in thirty years, but
may be redeemed in ten years. Each
bid must be accompanied by a certi
fied check for 2
per cent, of the
amount of the bid.
The Spooner act providing for build
ing the canal authorized the issuance
of bonds to the amount of $130,000,000
and under it there have already been
two sales, one aggregating $30,000,000
and the other $24,000,000. The present

Rates 90 Per Cent On Heavy
Shipments

San Francisco, December 4.—The
Wells Fargo Company's proposed in
crease of ninety per cent. In express
rates on merchandise between Eastern
points and Pacific Coast terminals, to
take effect next week, has aroused a
veritable storm of protest from the
merchants of the Pacific coast, and
a hearing will be held here tomorrow
before Interstate Commerce Commis
sioner Lane at which the matter will
be considered.
The proposed new rate applies only
to shipments exceeding 500 pounds,
sale will bring the total up to $84,000,
000, leaving but $46,000,000 more to
be sold.
Secretary Cortelyou said, that no
significance attaches to thlfff Issue at
this time; that the expenses of build
ing the canal warrant the issue of
more bonds.
The cost of the big ditch has thus
far exceeded the amount realized
through selling bonds by more than
$28,000,000. The additional sums have
been paid from the working balances
on hand in the treasury. Today this
working balance aggregates but about
$18,000,000, and It Is considered Inex
pedient to reduce it further.
It Is evident that legislation will be
necessary in the near future to pro
vide funds for continuing the canal
work. When the remaining $4o,o00,
000 authorized has been expended the
issuance of additional bonds must be
authorized as the threatened heavy
deficit in the treasury will not permit
the application of any

Is probable Congress will be request
ed to make good the $28,000,000 al
ready paid from that source.
