that it is an infringement upon indi
vidual lights, ond violative of the
spirit of our free institutions to enact
laws, prohibiting the manufacture,
importation, sale and use of spiritn
ous, vinous and malt liquors, why not
advocate the repeal of all the criminal
statutes the laws against murder,
theft, etc. ?" Whysaidhe: "thereisa
law which prohibits me from miming
my horse down your streets or on
tbe public highway, and that is on
infringement upon my rights and
curtails my liberty and I want it re
pealed." To which we replied : The
statutes agajnst crimes and misde
meanors are designed only to restrain
the vicious, and punish the offenders,
and we have, now just such statutes
designed to control the conduct of
tbe liquor dealers and ptmijh the
seller and the drunkard lor improper
conduct. A good citizen would not
desire to run bis horse through the
street of a city, and if there was no
law restraining him be would not be
guilty of such an act. Hut the illus
tration is not applicable. The Pro
hibitionist would restrict the persona!
liberty of thirty good men whose tem
perance and model ation be might be
profited by imitating, becauso one
will violate the privilege of selecting
for himself what, when and how much
be will drink, or for fear some one of
tbe thirty may in time become a
drunkard. To be consisteut in your
position yon should pass a law that
nobody be allowed to ride horse", for
fear some viciona Individual might
run bis hort e through tbe street or

dangering the life of some of his
