The plan proposed by the de partment of labor is ant forth in the following letter that ha been sent by the department to various advertising agencies: "It is the desire of the depart ment of labor to stimulate busi ness by suggesting to present advertisers that they increas their space and to prospectiv advertisers that they bring their pians to a head and start adver tising immediately. "The surest and quickest waj to bring business to a pre-war basis is to overcome the genera apathy to buying which exists in the minds of many people at present. Advertising will do this. vve wouiu use n see mor retail advertising and more na tional advertising and vve believt mat the press of the country ano yourselves will appreciate th fostering f such a movement b the department of labor. "May vve ask you to" prepart one or more advertisements for the department of labor carrying the message outlined? Your co operation is earnestly desired. "Publishers of newspapers ant magazines of general circuiatioi will bo asked to run this cop;, over the signature of the Unitet States department of labor, it secretary, W. B. Wilson, and the director general of in forma tion and education. . "Regarding the size and ap peal to be used, this we believe is a matter which your own judgment will easily determine It is imperative that this movement be gotten underway at once. Therefore it will be appreciated if you will plan to send your copy as quickly as possible to Mr. W. C. Eckhardt. "Address United States De partment of Ldor Information and Education Section." The Chicago Association of Commerce "is among the big bodies of business men that has indorsed the movement. Presi dent Merrick made the follow ing statement reparding the plan: "The idea is a great one," said President Merrick. "Psy .''oology is playing a mighty part 'n f.xing the present attitude of he general public, producers and retailers as well as consun. ers. "An advertising campaign wisely and broadly conducted will drive the last traces of pessimism from the public mind and prove convincingly that this is the time for optimism and ation. "That's wbat the country wants action. We will have it, and with it greater prosperity than we now realize just as soon as we oust the few doubt ers, still found in the ranks of men in many lines of business. "I believe that right now is the time to jump in and adver tise, to advertise your products and to advertise general ponfi dence and increased business. U'e ought to have vastly more national advertising and more local retail advertising. "We would like to see more retail advertising and more na tional advertising, and wre be lieve that the pre33 of the country will appreciate the fostering of such a movement by1 thff department of labor.
