We the undersigned citizcna of the State of Mississippi, and of Yalobusha County, most respectfully petition YOUR HONORABLE BODY for a pardon for George Goodwin, who wai, convicted of MANSLAUGHTER at the--Term of the Circuit Court, in the Second District of Yalobusha County Mississippi and that the November Term of the Su preme Court Affirmed the verdict and the findings of the lower court, said sentence of the Court was FIFTEEN YEARS in the penitentiary. We are familiar with this case, and we are very much surprised at the verdict of the jury, and we believe that the findings in the case of Mr. Goodwin was a miscarriage of JUS TICE. We are also reliably informed that a part of the JURY that tried Mr. Goodwin, in place of discussing the merits and evidence in Ida case, repeatedly discussed another murder rase that was tried some six months prior to Ml Goodwins' wherein the Defendant was represented by the same COUNSEL that represented Mr. Goodwin, said Defendant was ac quitted, and several of the Jurors in Mr. Goodwin’s case were still dissatis fied with the verdict of “NOT GUIL TY” in that case. Mr. Goodwin has lived in this county practically all his life, is FORTY THREE years of age, and is of a splendid family. He has always heretofore borne a good repu tation, quiet and accomodating, and it is simply beyond us to believe, that he acted other than the situation and circumstances forced him to act. Martin A 131 SOUTH MAIN PHONE 108 SIDEWALK ORDINANCE BE IT RESOLVED by the Mayor and Board of Aldermen of he City of Water Valley, Yalobusha County, Mississippi; That the following special improve ment on the East side of Central Street in said City is necessary to-wit: First—That a concrete sidewalk four feet wide be constructed and laid on the East side of the said Cen tral Street from Lafayette Street Northward to Shaw Street* said side walk to be constructed in accordance with the plans and specifications for the building of concrete sidewalks adopted by the said Mayor and Board of Aldermen and on file in the office of the City Clerk. Said sidewtlk 'hall be constructed under the dire tion of the Street Commissioner, and shall be built to the Street line and j of even grade so as to be of uniform grade, width and alignment, and when so built according to his directions as to material, grade, width and align ment it shall be presumed to have ! been done in accordance with this resolution. Second—That the general improve ment fund of said City should not be used in making said special improve ments. Third—That a special tax to con struct said sidewalk equal to the cost thereof shall be assessed against the owners of property adjoining and a butting on said sidewalk, and said special tax shall be levied on said property and a lien on said property ! to secure the payment of said tax shall be declared. Fourth—It is further ordered that, this resolution be published in some weekly newspaper published in the 1 City of Water Valley, Mississippi, once a week for three successive weeks, thereby giving notice to all parties interested that it is the pur pose and intention of said Board to assess the cost of constructing said sidewalk against the owners of prop erty adjoining and abutting said side walk, and to levy a special tax on said property to pay for said walk and unless a majority of the proper ty owners actually residing on proper ty owned by them and abutting on that part of Central Street to be im proved by the construction of said sidewalk shall file a written protest a gainst making said improvement with the Clerk of the Mayor and Board of Aldermen on or before January 6th, 1920, an order will be passed direct ing that said concrete walk be made. The foregoing resolution was a dopted December 8th, 1919, in an open, regular meeting of the Mayor and Board of Aldermen, a recess hav ing been taken from December sec ond, 1919, to this date; all of the Aldermen present voting aye. Said sidewalk shall be constructed under the direction of the Street Commissioner, and shall be build to the street line and of even grade so as to be of uniform grade, width and alignment, and when so built according to his directions as to material, grade, width and alignment it shall be presumed to have been done in accordance with this resolu tion. FULSON, Clerk FIRE ORDINANCE AN ORDINANCE TO PROVIDE FOR THE SAFETY OF THE\PUB LIC IN CASE OF DESTRUCTION OF PUBLIC BUILDIGS BY FIRE: BE IT ORDAINED by the Mayor and Board of Aldermen of the City of Water Valey, Yalobusha Couny, Mis sissippi, that: Section 1—All theatres, churches, school houses ond all other public buildings in the City of Water Valley, Mississippi, shall be provided with aisles between the rows of seats not less than thirty six (36) inches wide, unless such aisles are not more than ten feet apart. In the event that such aisles are not exceeding ten feet apart, they shall be not less than eighteen inches wide, and all benches, pews or seats of any kind or descrip tion shall be so arranged that a per son seated thereon at any place will not be more than ten feet from an aisle of some description. Section 2—The seats, benches or pews in all public buildings meutiin ed in Section one, shall be so arranged that the aisles shall lead to an outer door easily accessible to all persons in sucn Dunuings. Section 3—It shall be unlawful for any person to obstruct the aisles in any building of the class mentioned in Section one of this ordinance by placing boxes, chairs or any other things therein which will prevent the easy passage of persons along said aisles or which will prevent any per son from escaping quickly froms such buildings. Any personjviolating this ordinance shall be guilty of a mis demeanor. Section 4—For good cause shewn being for the safety of the public this ordinance shall take effect and be in force from and after its adoption. The foregoing ordinance was read, considered and adopted section by section and then as a whole at an o pen, public meeting of the Mayor and Board of Aldermen by a yea and nay vote, Aldermen Knox, Carter, Ham ner, Moss and Kin$ voting aye, and Alderman Allen being absent and not voting.
