The Panama Canal Treaty was ratified hy the U. S. Senate on the 17th inst. hy a vote of 73 to 5. Senators Danniel. Martin, Morgan, Pettus and Teller voted nay. The treaty was signed at Washington on January 22nd last by the United States and Columbia; Secretary, Hay for the United States and Thomas Herron on the part of Columbia. Hon, James W. Norment, who has conducted the Starkville News, with marked and inherit ed ability has disposed of that excelent journal to Col. T. J. Wood, who will sustain its high character and receive a warm welcome to the tripod. Mr. Norment who well represents Oktibbeha in the present legis lature is a candidate for re-elec tion and we wish him success. — Aberdeen Examiner. Thanks, Major.—Ed. We are in receipt of West's Messenger published at Colum bus, an ahlely edited paper and clean print. Its editoral upon the unfortunate Sloan-Taliferro tradgedy is timely and worthy of the consideration of the gener al public, more especially of the people of Lowndes County. It is with pleasure that we receive the Mesenger and exchange and wish it and its editors a happy and prosperous carreer. Four desparate criminals made their escape from the Jackson City Jail Monday night by saw ing out of a steel cage. The men were the notorious J. K. Leland, who had been there for several months on a charge of safe blowing; W. F. McDonald, the convicted bigamist, and Geo. Thomas and Jack Banes, all white. The cage was first class steel, but the prisoners made their escape the usual way by the use of jeweler’s saws;,sup posed to have been at work for weeks and made a ladder from the bed clothing. McDonald re ceived numerous visits from a woman since his domicile and it is presumed she gave him assis tance. Their whereabouts still unknown. Right of Way Guaranteed. Last Tuesday a meeting was held by the citizens of Pontotoc to lake final action on the prop osition of President Merrill of the Mobile, Jackson & Kansas City Railroad relative to a guarantee of a right of way through the county and depot facilities. Pres ident Merrill recently addressed the citizens of that point and an nouced that he had secured all the necessary financial backing to enable him to extend the Mobile, Jackson & Kansas City northward from its present ter minus to Pontotoc, the southern terminus of the Gulf & Ship Island. All he asked of the peo ple of the City and County was to guarantee a right of way and depot space. It will be seen that there is nothing in the way to the early construction of the road. Good Roads Delegation. Acting under the request of the president and secretary of the National Good Roads Asso ciation. Auditor Cole, secretary of the Mississippi Good Roads Association, has named the fol lowing gentlemen as delegates from the State to the national and international good roads con vention to be held at St. Louis from April 27th to May 2nd: Maj. S. A. Jonas, Aberdeen; Edwin T. Moore, Columbus; J. W. Norment, Starkville; W. J. Bonner, Sandersville; H. T. Howard, Biloxi; C. W. Rich, Hattiesburg; J. W. McGrath, Brookhaven; J. H. Jones, Wood ville; A. E. Jennings, Water Valey; F. L. Bellenger, Jackson; Monroe McClurg, Greenwood; T. G. Dabney, Clarksdale. It will be observed that Audi tor Cole has made his selection of the most prominent, thoughtful and representative men of their localities, men of ability and ca pacity peculiarly fitted for the position and so recognized not only at their respective homes, but throughout the State —verily a representative body. The people of Starkville and Oktibbeha County are proud of the appreciation and recognition of Auditor Cole of the fitness of Hon. Jas. W. Norment for a place on the delegation. Auditor Cole is entitled to and deserves the hearty congratulations of the people of the State for his wis dom and good judgement exer cised in this business. Miller, Supt. of Ed. > Knights & Ladies of Honor. Pearl Lodge No. 226, Knights & Ladies of Hon or met, in regu lar meeting Tuesday night and a good attendance. Dr. W. G. Sykes was present and made quite a timely talk and it was well received, and the members wore greatly entertained. Miss Polly Saunders was un animously endorsed by the Lodge for its solicitor for members. Several of the members turned over to her applicants or those about to make application for membership for her to add to her list of applicants for mem bership. A committee on Paraphernalia was appointed composed of Mes dames J. S. Saunders and J. .1. Henry and Walter Yeates and H. H. Reynolds, this committee is to procure a complete outfit of everything necessary for the proper initiation of members and with the power to do althings; and it is more than probable will invite the Degree team of W est Point Lodge to assist in the first new work of the initiation of members. West Point Lodge has taken in 75 or 80 new members since July Ist, and this Lodge is de termined to do as well. The Lodge at French Camp has done even better than that and two new lodges have been carved out of it. and it still has over one hundred members. Everybody seems to recognize the impor tance of some financial protec tion, and at the same time,the social features of the order are superior to many and the equal to any good society for social, moral, scientific and intellectual improvement. None but the best people be long to the order. Dr. Sykes is State organizer and reports the organization of five or six strong lodges since January first, al though the weather has been so unfavorable. Dr. Sykes feeling very much encouraged and pleas ed with the results of the meet ing, returned home on early tram Wednesday morning and will be present at the next meeting if nothing prevents; and also, J. C. Williamson, the Grand Protector. It is not only to be hoped, but let every member do his or her duty. Starkville can not bo sur passed in whatever she under takes. The Knights & Ladies of Honor is a favorite with our people. Board otSupervisors- MARCH TERM 1603. The Board of Supervisors of Oktibbeha County, Miss., met in regular session in the Court House of said County on the first Monday in March 1903, all mem bers and officers present. The Board proceeded, with a petition signed by C. D. Jackson et al asking that a gate be allow ed to be erected across the Stur is and New Prospect road near the Dock Stroud place was pre sented, after the same being well understood, it is ordered that same be and is hereby granted. The report of J. B. McCreight, Supt. of poor house, was read and ordered to file. The report of W. H. Miller, Supt. of Education was read and ordered to file. Upon motion fo an appointment of a committee to attend the Good Roads Convention at St. Louis, April 27 to May 3, 1903, the following named persons were agreed upon, and is there fore that T. J. Wood, A. A. Mont gomery, R. P. Washington, D. E. Rainey and Dr. J. L. Crigler be and are hereby appointed as such committee and the tripto be made without expense to the County. A petition signed by W. F* Butler et al asking that a public road be granted same to com mence at Emmalena and ending at Hassle was considered and continued until Ist Monday in April. A petition signed by M. L. Scott el al asking lobe granted a public road beginning at Bay and running Northerly through Secs. 2S, 24, and 13 was consider ed and continued until Ist Mon day in April. This being the time and term provided by the statutes for the appointment of public road over seers and assigning hands there to the Board proceeded and made the usual appointments. Upon petition of Wade Jones to be relieved of poll tax and it appearing to the satisfaction of the Board that be is over the age for said taxes is therefore order ed that he be and is exempt Irom >uch tax. On petition of Chas Fulton ask ing the amount of poll tax paid by him for the year 1902 it appearing that he was at that time an inmate of the insane Asy lun it is therefore ordered that he be refunded such amount and the Clerk authorized to issue a warrant accordingly. On petition of John Rushing azking that he be refunded the amount of poll tax baid by him and it appearing that he was a non-resident during the year 1902 it is ordered that such a mount be refunded him and the Clerk authorized to issue a war rent accordingly. The petition of Hamp Cochran constable of Dist. No 4of Oktib beha Cos., with his resignation as such office being received and accepted at the Jan. term and the said office appearence vacant it is. now ordered that an election be held in said beat on the 28th day of March 1903 to fill said vacancy also in Beat 2 for magistrate.
