The devotionals were led by Mrs. Jewell Powell and the pro gram was in charge of Mrs. Dora Miller. Clara Beattey, Mary Craig, Ruth Williams and Dora Miller sang a quartet. Mrs. Jane Bates had charge of the business meeting at which time it was decided to have a homecoming on Labor day at the church and the W.S.C.S. would serve dinner. It is a complex program through which millions of men and women do, or expect to obtain, payments during their years of retirement. Although some phases are enigmas, there is, however, general understand ing of the mechanics of the pay roil deduction system and the payments which are obtained by those who have contributed to the fund after they reach the eligible age. During the past year, the Con gress has been considering the advisability of broadening the program both as to the groups of individuals it covers and the benefits which are received. Since there are tremendous amounts of money contributed from the paychecks of tens of millions men and women and their employers, changes may not- be enacted into law without the most careful evaluation of the effect of such revisions. This is the case despite a general agreement that the proposed changes are desirable if they are economically feasible. The Social Security program has been economically self-sup porting and is actuarially sound that is the income of the fund has equalled the payments made from it. This is a long-term mat ter in which men and women at an early age make contributions believing that their investment will be sufficiently stable to pro vide them a measure of security at retirement. In 1956, contributions to the fund will amount to $(j.7 billions. Benefits paid out during the year will approximate S(i billions. The total amount in the social security fund is $22.9 billions with 533 millions paid by the Federal Government on the in terest-Uearing Government bonds in which the fund is invested. The administrative expenses amount to $132 million. Whether this fund can continue to meet its obligations depend upon y number of factors which, at best, are suppositions. The level of employment our people enjoy, the level oi.' wages and salaries in the years to come are but two factors which must be predicted with reasonable accur acy when the Congress legislates changes in the present program. Otherwise, we may soak our chil dren for the cost and undermine public confidence in the program.
