Objections to the Loan Bill. The principal objection against -Secretary McCulloeh Loan bill, by tn majority la Congre, are that thoro 1 ample provision, without any further legislation, for funding rery dollar of the floating debt, and no necessity exist whatever for any loan forthat or any other purpose, and all that is proposod to be accomplished by the bill, can bo done by simply ex changing one security for an another. The amount of money in cold and currency held by tbe Assistant Treas urer in New York on the 2Utli last., was one hundred and three millions forty six thousand four buudred and oighty cight dollars. Tho amount held by the Assistant Treasurer in Philadelphia, Boston, and other pla ces, together with the amount on de- posit in National Banks, it ia estima ted will amount to fifty millions more, making oTer one huodrod and fifty millions now on hand, which they sug gest ought to b applied to the psy mont of tho floating debt. They be lieve that if authority is given to put bonds unon tho market to an almost unlimited amount, the price of t.'ov ernmcnt securities cannot bo main tuincd, and with iuch unlimited now ors a loan of fifty millions even could not bo negotiated without sinking the price of all bonds below p: r, rs the publio would not know how soon sn- othor loan of fifty, fivo hundred, or ono thousand millions might be put upon tho market. They also believe that It would bo a suicidal policy on the part of the Government to make a foreign loan; that if bond ares.dd broad, the price would bo based on the present currency rate f foreign exchange,, and the Government weuld receive ubout sixty dollursin gold, for which it would havo to poy ono hun dred dullurs of principal, togethor with tho intoreat seini-ni.nuallr in gold, together with a heavy rate of exchange, commissions, Ac. Inaddi lion, they say, if Government should sell its bonds abroad to an extent to affect the prico of gold, say 20 per cent., it would lessen to just that ex tent the next proceeds of bonds, sud instead of sixty dollars, tho Govern ment would rcalizu but forty dollars for each one hundred dollars of bonds. They also think that tho difference in standards for our own nnd foreign HolJ should be taken into considera tion in this connection. THE PRESIDENT'S SPEECH.
