General Orders, No. 18. In accordance with tbe Roles and Besrulatloua. tbe 80th dav of Mav will be observed as Memorial Day by tbe Grand Army of tbe Bepatlic, and the customary honors will be paid to tbe memory of our departed comrades, by public services and by visiting and decorating, so far as we are able to do so, tbe graves where they lie. In making arrangements for its ob servance. Departments and Posts are recommended to invite the co-operation of comrades not members of the Grand Army, the clergy, s,nd of all who may feel interested in these mem orial services. ' It is earnestly hoped that in those places where there are no Posts, the day may not be suffered to pass with out suitable recognition, but that friends and citizens will endeavor to see that tbe graves of those who sleep amoog them are sot left nnvisited. By this simple act, we seem to estab lish a communion among all who have loved our brave while living and wno honor them when dead, and we join aKka with tbe solemn processions which move with bar acts and music from our crowded cities, or with- the little family, which on some loos farm, will, on that day, visit tbeniot spot where rest tbe remains : oi: mm who was once a beloved brother or darling son. The License question Is attracting considerable attention la this day of tbe Woman's Temperance .Move ment, and the Constitutional Conven tion was looked to with, Interest "by parties opposed to and in favor of li cense. This is how the Convention disposed of tbe question, and It means but little either way : ' . . At tbe time when tbe votes of tbe electors shall be taken for tbe adop tion or rejection of this Constitution, there shall be separately submitted to the electors, for adoption or rejec tion, in tbe manner herein provided, two alternative sections, as follows: "Sec. . License to traffic in spirit nous, vinous, or malt liquors, under such regulations and limitations as shall be prescribed by law, msy granted, but this section shall pot prevent the General Assembly, from passing laws to restrict such traffic, and to compensate the injuries re sulting tberefrom. . ''Sac. No license to traffic in In toxicatinc liquors shall hereafter granted in this State; but the General Assembly msy by law, restrain prohibit such traffic, or may provide against evils resulting tnereirom." Tbe Cincinnati Commercial thus views ths sur.jact: This can . hardly be styled fair submission of the question. It is oer tainiy not what was desired by those favoring license. It delegates the entire affair to the General Assembly and with such' provisions that tbe licensed dealer should tbe clause be ratified - and license established by tbe Legislature wonld be liable at tbe discretion that body to suffer ail the tribulations he now nouergoes. -The Adair uq uor Law orsimilar enactments would be of as much force under such a . on stiUitional provision as at present. and tne statute booKs do nut no conta'n an enactment relating to the liquor tramc wuicu such a license would nullify. me temper or tue uonventlon was such, however, that this provision was the nest that could be obtained. and many delegates favoring license and the submission or it squarely. voted ror it as a aernier resort. . - The First National Bank of Medina suspended on Saturday morning.
