Sheldon, of Mississip pi, of Lis political disabilities, was railed up. It was moved to amend Vy inserting tbe uime of Joseph Johnston, of Georgia, and Walter H. Jenifer, of Maryland. The former name was withdrawn, and the Senate rejected the latter. Tbe bill was then paaseJ. The consular and diplomatic bill was then taken op, and the amendment, to restore Italy to her former diplomatic position, was passed. Other amendments to tbe same i ill were under consideration, wben tbe Senate went into executive session, soon after which it ad journed. In the House, a number of bills and resolutions were Introduced and re ferred. Tbe Speaker then laid before tbe House two communications, one from the District Attorney of the District or Columbia, in forming .the Huia that the Grand Jury had found an indictment against Hallet K'Iboiirne, with five counts ; the other from the Sergeant- . at-Arms, asking for instructions, as to whether or not, he should deliver up the prisoner. A heated debate fol ' lowed, and, finally, a resolution in structing tbe Sergeant-at-Arms to re tain tbe prisoner In custody 'was passed. The Sioux deficiency bill was then taken up, and the Senate's amendment Increasing tbe appropria tion from $100,003 to $150,000 was agreed to. Tbe House then adjourn- . March1 29. In the Senate, numer ous bills and petitions were intro duced, one of tbe latter being from Gen. Miles, asking tbat $3,000 of tbe Sioux Indian appropriation be given two German girls who bad been cap tured and retained by that tribe. The bill authorizing the Secretary of the Interior to deposit in the United States Treasury all sums that ne may receive as Trustee of Indian tribes, was passed: Tbe Consular and Di plomatic bill was then taken up and various amendments, all of which were opposed to tbe reduction made by tbe House, were passed. The Sen ate then went into executive smsIou. and at 4:30 adjoarned. In the House, tbe varioui commit tees made t'ueir reports, wben Mr Banniug's army bill was taken up and passed. It reduces the pay of army offioers. Another army bill was introduced, which consolidates certain staff departments. It was made a special order. It was deba ted at length and several amend ments oSered, all of which were re jected. Tbe House then took a recess until half-past 7. At 7:30 the House reassembled, and went int j the com mittee of the wbole fr r the considera tion of tbe legislative, executive, and judicial bills. Tbe salary of Senators, after much debate, was fixed at $4,500. Other items of tbe bill were consider ed, but not acted upon, and the com mittee rose, and tbe House adjourned. Makch 30. In tbe Senate, a num ber cf memorials and petitions were presented, several of tbem asking for the Senate's intercession for tbe re lease of E. O. M. Condon. These lat ter were referred to tbe Committee on Foreign Relations. The "Sliver Bill" was then discussed by Mr. Sherman, who proposed an amendment to It, bat it was laid over. Mr. Morton then called up bis resolutions cn tbe Missis sippi election. A personal and acri monious debate followed, lc which Messrs. Bayard, Boutwell and Mor ton Indulged. Conciliatory speeches ware made by Messrs. Withers, of Virginia, and Maxey, of Texas. Tbe 8enate then adjoarned. In tbe House, tbe Committee on Naval and tbe Committee on Foreign Affairs, made reports, wben Mr. Knott, of tbe Judiciary Committee, reported articles of Impeachment against W. W. Belknap, late Secre tary of War. He asked tbat tbey be recommitted, In orJer that tbey migbt be printed. Tbey are to be called up next Saturday. Tbe articles are five In number, and all relate to tbe Marsh transaction. The silver bill was then taken up, aiid general amendments VJted upon, only one of which was accepted. It passed by a tie vote, Mr. Cox, the Speaker pro tern., voting aye. Without disposing of tbe bill, tbe House took a recess nntil 7:30. Tbey reassembled at 7:30. A bill for tbe appoibtment of a com mittee of three, to Inquire into tbe condition of tbe laboring classes of tbe country, and into tbe eubject of labor and capital, was offered and referred. Tbe consideration of tbe legislative appropriation bill lasted three Soars, but no action waa taken upon it. The committee then 'rose and tbe House adjourned. March 31.-In tbe Senate, a number ef unimportant memorials sn i peti tions were Introduce J. all of wbich were referred. Tbe resolution, that a committee of five be appointed to Investigate tbe alleged frauds lu tbe last Mississippi election, was called np and was made the subject of a long de bate, which occupied tbe entire day's session. It was finally passed on a yea and nay vote. The 8enate then adjourned until Monday. . J . Tbe House then proposed to vote on tbe bill appropriating $163,000 for tbe de ficiency In the Treasury Printing Bu reau, and for the issue of subsidiary silver coin. It was passed by a yea and nay vote vote ayes, 122 ; noes, 100. The House then went Into com mittee of tbe whole on the 'private calender. After a discussion, the com mittee rose, and tbe House adjourned until Monday. April 3. In tbe 8enate various petitions were presented and referred, remonstrating against any change In the present tariff, and against any legislation providing for tbe payment of all pensions at Washington. Mr. Morton, of Indiana, introduced a bill to amend certain sections of tbe En forcement Act, tbe object of which is to bring tbe act within the late de cision of tbe Supreme Court. Pro tests against the abolition of tbe Sig nal Service were received from In dianapolis and Detroit Boards of Trade. Mr. Tburmsn then called np bis amendment to tbe Bankrupt Act, the object of which is to put an end to the discordant decisions . which hive made the bankrupt law one thing in one district and another thing In another. Tbe bill was read a third time and passed. A motion to reconsider the vote by. which tbe President's salary was reduced, was made and lost yeas, 24 ; nays, 31. The Senate tbeu went into executive session, wben the Clerk of tbe House appeared and stated that articles of impeaohment against W. W. Bel knap, late Secretary of War, had been adopted by tbe House. After a session of three hours the Senate adjourned. In tbe House, tae roll of the States was CAlled for bills. At the close of the call Mr. Knott, Chairman of the Judiciary Committee, called op the question of tbe Impeachment articles, and tbey were adopted, unanimously Mr. Clymer then offered a resolution appointing as managers, on tbe part of the House, Messrs. Knott, Lord, Lynde, McHabon, Jenke, Wbeeler, and Hoar, which was adopted. Mr. Wbeeler deciineJ, and Judge Lath am, of N. Y-, was appointed In his place. Tbe Pension Committee re ported a bill giving a pension of i8 a month for all offioers and enlisted and drafted men, without regard to color, including militia and volunteers who served for ten days in tbe mili tary or naval service in tbe war of 1812. After a long debate the bill was passed. It was moved to bold an evening session on Tuesday, Wednes day, and Thursday of this week on purpose to consider the Legislative appropriation bill. A great deal of op position was manifested, and It was three hours before the motion was passed. The House then adj turned. LEGISLATIVE. March 28. In tbe House a bill was intorduoed by Mr. Birrett t pro vide for the protection of wool grow ers by providing for the taxation. confiscation and killing of dogs. Tbe bill excited a long and animat ed discussion. Various amendments were offered and lest, the opponents of the bill generally opposing all amendments, so tbat tbe bill might be as objection' able as possible, and stand a better chance of being lost. A motion to postpone to January was lost 35 to 47. Mr. Barrett made a strong and abls speech for the bill. Mr. Monaban opposed several fea tures of tbe bill, especially that in re gard to klllicgdogs, and giving a re ward therefor, as encouraging idle scallawags to prey upon dog owners improperly and unjastly. Tbe bill was voted on aud lost 47 to 49. , - March 30. In the Senate . Tbe Senate bill by Mr. Brown, of Lucas, te authorize the Incorporation of Put-ia-Bay Island as a village, the same as without regard to tbe i Dhabi road supervisors for leaving dirt or i gravel piled op in the roads repaired by them. Mr. Xichoi'a House bil', providing thai in towns or village, where the County Recorder's efflee is kept, chattel mortgages and bills of sale may be recorded in said office. Mr. Dacbent's Senate bill, to au thorize tbe appropriation of road taxes by roads tbat were originally estab lished as free turnpikes, on trie peti tion of tbe tax payers. Mr. Bates' Senate bill, to provide tbat where villages send their con victs to city work bouses they shall pay for their keeping. In tbe House Mr. Brown's bill to provide for indexing records of bills of sale at tbe offices of County Re corders. Passed and is a law. Tbe following bills were passed : . Members present, same as heretofore. In the matter of building a Bridge scrota the Sandusky River at Diemer's Mill near City. This day this matter came np before the Board pnrsnant to adjournment on the 10th day of Marr-h, A. D. 1S7S. Tbe Board having had the same under con sideration, and being fully advised in the premise. Order that said Bridge be built upon conditions following. That the citizens of tbe City of Tiffin and Clinton township, build or cause to be built, the abutments tor taid bridt-o, and also the approaches thereto, and tbe Board ot County Commissioners agree to and will pay ail other expenses nec essary in tlio construction'of said bridge, all which is hereby accepted and agreed to. Said abutment to be consti noted by citizens aforesaid, to be nnderthestiper vison, control and management of said County Commissioners, and to be ac cepted by them. Said Bridge to be of two (2) span, of abont lOlli in length each, and to be 17 feet wide In "Road way" in the clear. The yeas and nays upon the qnpstion being demanded, "resulted as follows. Voting jea, McClelian, Garobee and l(ayward;V0ting nay none. In the matter of "buiiiiing a Bridge across the Sanduskv River at Perry street in tbe City oi Tiffin.
