The friondly refer ences to dormnny made by Mr. Choate, the United States ambassador to Great Britain, In his speech at tho Thanks giving day banquet of thb American society In London, have created a most favorable Impression here, es pecially in high government circles. One of the principal advisers of the emperor, whom a correspondent saw yesterday, mado a special reference to the address, remarking that Mr. Choate had put tho matter In the true light. "There Is no reason I know of," ho said, "why the relations between Ger many and the United States, which aio now good, should not become even bet tor und be more (Irmly established. With regard to commerce we are rivals, and each must make conces sions; all our Interests and Inclina tions are toward strengthening tho already existing ties." Borllnors are still agog over tho bitter quarrel between tho emperor and the municipal authorities. The council appealed ngainst the decree is sued by tho police forbidding them to erect a walled enclosure, with an Inscription on the gate in memory of tho victims of tho Uprising of 1848, Tho council In turn has appealed to tho supremo administrative court, which will try tho case Dec. 14. The emperor lias made up his mind, It Is said in court circles, that if the decision favors the council he will confirm tho election or Mujjr Von Klrschner, who has patiently awaited the Imperial pleasure since July of last year. On tho other hand, If the decision favors tho city, his majesty so the story goes will continue to withhold his confirmation. Baron Von Mirbach, chief chamberlain to the em press, has gone on leave to Belgium for three weeks until tho Berlin ex citement occasioned by his recent let ter reprimanding tho council shall have subsided. Reports again reach here of seiz ures of American fruit at German frontier stations. Seizures have been made at Emmerich of apples and pears and at Hnmburg of nectarines and Cal ifornia dried fruit. In all these cases It is alleged the San Jose scale has been found. Simultaneously there Is a revival of the agitation for a high duty on foreign fruit, and In some cases entire Import prohibition Is de manded. Robbed the Grave A startling Incident of which Mr. John Oliver of Philadelphia, was tho subject, is narrated by him as follows : "I was iu a most dreadful condition. My skin was almost yellow, eyes sunken, tongue coated, pain continually in back and sides, no appetite gradually growing weaker day by day. Tureo physicians had given mo up. Fortun ately, a friend advised trying 'Electric Bitters,' and to my great joy and surprise, the first bottlo mado a decided improvement. I continued their use for three weeks, and am now a well man. Crowds of them, enthusiastic over Thursday's football victory over Brown, surged through Cobb Hall, waving bannors, giving the college cheer and repeatedly breaking open doors and dragging out all students attempting to study or at tend recitations. The classes were broken up totally, and for over an hour pandemonium reigned. Most of the professors dismissed their classes at the demands of tho students, but some ot them did not. and order was ouly restored when President Harper ap peared. A CERTIFICATE OF ELECTION, If la llpllrvrit l,j Some, Will 1leI- neil, While Other Ilellrro the Coninila'loiiera Will liefer the Gov ernorship to the Leitlaluture. Frankfort, Ky., Doc. 2. The post poned ofllclal canvass of Kentucky's gubernatorial vote until Monday has, for the tlmo being at least, cooled thu surcharged political atmosphero In a very skeptical manner. It la not llko ily now there will be any developments until the meeting of tho election com missioners. Although tho cnndidnlea for govornor are In town, they are keeping quiet, and their friends aro emulating tholr example. There Is a deeply sottled belief among both Democrats and Republi cans that tho commlBBionors will not turn tho matter over to tho legislature, but will surely Issue a certificate to either Oobel or Taylor. If It Is given to the former It Is possible that tho matter may end there, as many of the conservative Republicans are of the opinion that in view of the strong Democratic majority In tho legislature It will bo practically useless for tho Republicans to look for anything In that quarter. If the certificate goes tj Taylor It Is a certainty that tho matter will bo taken to tho legislature, where Goebel may finally win out. The Republicans, however, nre by no means a unit In favor of abandoning the fight at tho door of tho legislature, i C , 1. , . I . I . I . . I oumu ui mum uiu vuuuuiuiii. in mmr no scrtlons that they will not abandon tho fight until there Is no possible chnnce of Taylor being governor of the state. Governor Bradley has evidently made up his mind that somebody will receive a certificate of election, for ho was busily engaged all day In pack ing up his private property In tho state house, preparatory to a return to private life. "They are making my last days my hardest days," he said, "but I guess there will .be no trouble There are too many sensible men on both sides to prevent anything of that kind. I really do not see bow anything can bo dono to keep Mr. Taylor from the chair. He will go In all right." It Is not likely that tho election com missioners will finish their work be fore Tuesday afternoon. Among the suggestions made regarding their probable line ot action is that, sitting as an election board, tbo commission ers will Ib8uo certificates of election to all tho minor Republican officials and then, resolving themselvos Into a con testing board, declare the Democratic claims of election to these offices to be valid, and oust all the Republicans to whom certificates have been Is sued. It has already been held that a contesting board Is powerless to de cide a contest concerning a governor or lieutenant governor, and tho fata of those two officials will be turned over to the legislature, the commis sioners saying In effect to the legis lature: "We believe they are un lawful Incumbents, but wu have not the power to remove them. It's up to you." A decision was rendered by Judge Paynter, ot the court of appeals, yes terday which cost the Taylor faction about 130 votes, a matter too small to affect the final result.
