Her officers have decided to make the fare 50 cents each way. Among her passengers, yesterday, going up were Frof. Alvurd and family and Mr. Corliss and wife, of Metropolis. The Anchor Line steamer Colorado is ad vertised to leave Cairo to-day tor Vicks burg. FROM THE FEDERAL CAPITOL. Washinotos, July 30th, 1S79. The reports coming from Ohio to the ef fect that Hon. 11. B. Tayne andcerta!n other leading Democrats have joined the honest money League ot the Northwest is doubtless true. But I do not put much faith in the further report that they will join the Republican party or even openly oppose the election of Mr. Ewinsr because he is a Greenback . It is barely possible that a few may abstain from taking active part in the campaign because their views have not been considered as they think they should have been. There is pTubably no mistaking the Democracy of Mr. Payne and his friend, and they will probably stick to their party through greater reverses than the temporary control cf the Green back element implies. But there is ng niticancein the movement towards strength ening the Honest Money League, which was organized on a non-partisan basis, from the ranks of the Democratic party. It means that tho drift is towards honest and stable finance, that all parties are divided upon the money question, and that men of all parties who think alike in reference to the policy to be pursued must act together in matters of Na tional concern. Thus while nu n like Mr. Payne will stay with their party in all lo cal elections, in elections pertaining to Na tional affairs they will cither control the nominations of tho party or uuite with others in securing members of congress who will sustain tho policy. The move ment spoken ofabove, therefore, has no re ference to present partisan politics, but it may havo a great bearing upon the import ant elections of next year. J cannot bo far out of tho way in saying that the tendency of the times political is towards the main tenances of a financiul policy, which will ensure stability and tho continued improve ment of all industrial interests. The in formation about trade and the crops receiv ed hero from all pnrts of the country, both privato and 0 ffieiul, is very encouraging. Throughout the north and west this is es pecially true, and in most parts of the south it holds good. In tho section just south hero tho unfortunate drouth has de crrnsed the crops, and may induce some sufferings, but everywhere else ubundunt crops will ... improve the state of prosperity already set in for a perman ency. With these conditions emigration has been larger than common this summer and the western states and territories will receive great accessions to their population, both from the eastern states and abroad. Canada is contributing a largcshare of em igrants. It is estimated that the popula tion of Colorado will bo doubled this year, and Kansas is filling up more rapidly than ever before. Colorado claims that from the present basis of representation it will have four members of congress after 1S80 and Kansas expects seven. Minnesota, Iowa and Nebraska arc also growing rapid ly, while on the line of the Northern Pa cific railroad, in Dakota, the growth is al most equal to that in Kansas. Dakota will have to be admitted as a state shortly. Tho star of tire empire is indeed asserting itself. The topic of most interest here just now is the yellow fever. We have ono well de fined case, and the health officer urges that every precaution be taken to prevent the spread of the disease. The fever has never appeared Here to sucn an extent as in cities farther south. In fact, Washington can justly claim to be a very healthy city Among its white population, the death rate is, I believe, less than in any other city of its size in the United States. The rate among the colored people is here, as in other large places, twice as high as among the whites. HEALTHY HICKMAN. Hon. H. li. Tyler, Mayor. I desire to say to tie people around Hickman, wno may desire to visit and trade here, that the health of Hickman was never better than at present ; that there has been no case of yellow fever nor the least symptom of yellow fever here this year. We are enforcing a most rigid quarantine against all points south of here or any other points infected of fever; besides, as will be seen by orders of the city council published elsewhere in this paper, the most rigid measures are taken to keep our city clean and in a good sanitary condi tion. Hickman to-day is the cleanest city in the South, and shall be kept so. I have neglected my own busi ness to attend to this and will continue to give it ray personal attention. Yellow fever never becomes an epidemic in the absence of filth. I will say to the public that there shall be no deception practiced upon you. I pledge you my honor, that upon the ap pearance of the first symptom of yellow fever here, the utmost" publicity shall be given to it, and all people from the country fully warned. Not only this, but we are making even1 possible arrangement to de populate the place immediately upon the appearance of the first case ; such, however, is my confidence in our city's cleanliness and our rigid quarantine, that I do not be lieve we will have a single case. It c osts about a hundred dollars to go to the Mountains or to the Seashore, but if yt.u want to tone up the whole system, you can do it just as surely by taking one or two packages of Kidney-Wort, and so save your money. After a careful examination of the ex perience of some of the best companies in Great Britain, who have shown a greater liberality than has been customary in this country, this society feels justified in adopt ing a form of contract in which the follow ing important concessions aro made to pol icy holders throughout the United States: 1. Policies will be made incontestable after three years from their date. 2. Each ordinary policy will provido for a definate surrender-value in paid-up assur ance, in case the policy is forfeited after three years from its date. 8. Each Tontine policy will contain a definite surrender-value in cash, in case of withdrawal at the end of the tontine period. 4. The contract will .Ve concisely and clearly expressed, containing only such provisions aa are necessary to protect the policy-holder. 5. Thn above concessions will hereafter inure tt) tho benefit of all policies ' already issued and io force, after three years from their dates respectively.
